There shall be a Board of Health of the Township
of Byram consisting of seven members.
A. The members constituting the Board of Health shall
be citizens of the Township appointed by resolution of the Township
Council for a term of four years. One of the members may, in the discretion
of the Township Council, be a licensed physician of the State of New
Jersey who shall be a citizen of the Township. Nothing contained herein
shall prohibit one or more members of the Township Council from being
appointed to the Board.
B. If any vacancies occur among the members of the Board
of Health they shall be filled by resolution of the Township Council
but only for the unexpired portion of the term.
C. Of those members first appointed to the Board of Health,
three members shall be appointed for a term of one year, two members
shall be appointed for a term of two years, one member shall be appointed
for a term of three years and one member shall be appointed for a
term of four years.
D. All members of the Board shall serve without compensation,
except that members of the Board shall be reimbursed by the Township
for expenses incurred while performing any function as a member of
the Board.
A. The Board of Health shall adopt bylaws governing its
procedural operation. It shall elect a Chairman, Vice Chairman and
Secretary from among its members and create and fill such other offices
as it shall determine. It shall have the power and authority to employ
experts and a staff for enforcement and carrying out its purposes,
including a Sanitarian and other persons provided by law, and to pay
for their services and such other expenses as may be necessary and
proper, not exceeding in all the amount appropriated by the Township
for the use of the Board of Health.
B. The Board of Health is empowered to employ a person
having the title of Secretary of the Board of Health. The person so
employed shall not be a member of the Board of Health. The Secretary
shall serve the Board in all clerical capacities and at such times
as may be required by the Board. Within the limits of appropriations
made available to it, the compensation for the Secretary shall be
fixed by the Board of Health.
C. The Board of Health shall have the powers and perform
the duties prescribed by law and by municipal ordinance. It shall
be the duty of the Board of Health to enforce all ordinances of the
Township which relate to public health or nuisances, subject to the
limitations prescribed by law.
D. The Board of Health shall make all the necessary rules
and regulations for the protection of the health of the inhabitants
of the Township and to guard against the spread of contagious diseases
and to prevent by necessary rules the induction of diseases, contagious
or otherwise, within the boundaries of the Township.
