Plans and specifications for construction of
sanitary sewer systems by developers or other persons shall be submitted
to the Township and the MSA for approval. Said plans and specifications
shall be signed and sealed by a professional engineer licensed in
the State of New Jersey and shall conform to all requirements of the
New Jersey Department of Environmental Protection for the design and
construction of sanitary sewerage systems. All new sewers shall be
properly designed and constructed in order to avoid the creation of
infiltration and inflow sources within the sanitary sewer system.
Approval by the Township for construction of
said sanitary sewer systems shall not be granted until the following
requirements are met:
A. Approval of MSA, pursuant to N.J.S.A. 40:14A-29
B. Receipt of a New Jersey Department of Environmental
Protection construction permit, if applicable.
C. Posting of a performance bond in an amount equal to
120% of the cost of construction.
D. Required funds for an escrow account to pay for professional service fees shall be deposited with the Township. The amount of the escrow deposit shall be based on the degree of complexity of said application. The minimum fee and a maximum amount established by the Township for these purposes is set forth in Chapter
A287, Fees. In the event that additional funds are necessary to complete the review of the application, the applicant will be required to replenish the escrow account in an amount sufficient to cover said costs.

The Township and its agents shall have the right
of unlimited access to the site at all times during construction and
subsequent operation.
In the event that construction conditions require
field changes, a written request for approval of such changes, stating
reasons for such changes, must first be submitted to and approved,
in writing, by the Township and MSA.
The person constructing said sewer system shall
supervise and direct that the work be performed efficiently and safely.
Following completion of the construction of
any new sewer, the developer shall submit to the Township certified
record drawings (as-built plans) of the system constructed.
