A. 
It is necessary to assign lot and block numbers and street addresses for the various properties located within the City.
B. 
For reasons of public health and safety, it is necessary that proper street numbers be displayed upon each building.
C. 
The City Council has duly reviewed and considered the matter.
Pursuant to N.J.S.A. 40:67-1, the City Tax Assessor is authorized and directed to provide a system of numbering for all blocks and lots within the City and for the assignment of a street address to each building located within the City.
The City Tax Assessor is hereby authorized and directed to notify all residents, property owners and others affected by the numbering system of the respective numbers assigned to the respective premises, where such notification has not already been achieved and where new numbers are assigned.
The City Code Enforcement Official, or other City official as may be designated in writing by the City Manager, shall conduct a survey to determine any and all premises within the City not displaying a building number in accordance with the provisions of this chapter. Upon determination as to those properties not conforming to the provisions of this chapter, a written notice will be sent to the respective noncomplying property owners who will be allowed a period of 90 days from the date of the making of the notice, within which they shall be required to display upon the respective building the assigned property numbers in numerals which shall be at least four inches in height, shall be in a color contrasting with the house color and shall be visible from the street.
