The Town Board at its reorganization meeting
in January shall appoint a Chairman and such other officers or agents
as the Board may require for the transaction of its business.
The Chairman shall preside at all meetings and
hearings of the Board. In the event of the absence or disability of
the Chairman, the Acting Chairman shall preside.
The Chairman, subject to these rules, shall
decide all points of procedure unless otherwise directed by a majority
of the Board in session at the time.
The Chairman may designate members of the Board
to make personal inspections when necessary from time to time and,
unless directed by a majority of the Board, shall appoint such committees
as may be found necessary.
The Chairman, or in his absence the Acting Chairman,
may administer oaths and compel the attendance of witnesses. Personal
service of a subpoena, which shall be signed by the Chairman, or in
his absence by the Acting Chairman, shall be made at least three days
before the time of a hearing, upon any witness who is compelled to
attend such hearing of the Board of Appeals.
The Secretary, duly appointed by the Town Board,
shall discharge such duties as are customarily performed by that office
or designated by the Board.

All meetings of the Board shall be open to the
public, but the Board may go into executive session in discussing
appeals or applications in accordance with the requirements of Public
Officers Law, Article 7 (Open Meetings Law), Section 105.
The Board shall keep minutes of its proceedings,
showing the vote of each member upon every question, or if absent
or failing to vote, indicating such fact, and shall also keep records
of its examinations and other official actions.

Every rule, regulation, every amendment or repeal
thereof, and every order, requirement of the Board shall immediately
be filed in the office of the Town Clerk and shall be a public record.
