All sewer rents shall be due and payable at the office of the Village Clerk/Treasurer as follows:
A. 
Sewer rents will be billed on a monthly basis.
B. 
The net amount for the month billed, plus all amounts previously billed and unpaid, shall be paid on or before the 15th day of the month in which the bill is rendered.

C. 
In the event that such bill is not paid as provided in Subsection B above, a late payment penalty of 1 1/2% shall be charged on any unpaid balance.
Unpaid sewer rents, including penalties, shall constitute a lien upon the real property served pursuant to the provisions of the General Municipal Law, and unpaid sewer bills will be subject to an additional ten-percent penalty after May 15.
In addition to the methods of collection of unpaid sewer rents, including penalties, as otherwise provided in this article, the water service of a user may be disconnected in the event such user does not pay the sewer rent within 30 days of billing.
