A. 
Time limits. Parking a passenger vehicle in a defined parking stall in the short-term parking area of the Central Municipal Lot shall be permitted, free of charge, for up to two hours during the periods from 8:00 a.m. to 6:00 p.m., Monday through Saturday, and from 12:00 noon to 6:00 p.m. on Sunday. Except as otherwise prohibited, parking during other hours in designated parking stalls in the short-term parking area is unrestricted. Parking in drive lanes or on areas other than those striped for parking stalls is prohibited at all times.
B. 
Zone designations:
(1) 
All-day parking area: White pavement markings shall be used to designate all-day parking area stalls and all striped areas in the all-day parking area.
(2) 
Short-term parking area: Yellow pavement markings shall be used to designate short-term parking area stalls and all striped areas in the short-term parking area.
(3) 
Direction arrows: Yellow pavement markings will be used to indicate lane designation arrows in all areas of the lot.
(4) 
Signs: Signage directing drivers to the all-day and short-term parking areas shall refer to the color of the parking stalls used in those areas.
C. 
Designated town office and town resident parking areas.
(1) 
Four spaces located east of the town office, and designated as “Town Office Parking,” shall be reserved exclusively for parking for officials of the Town of Skaneateles, from 8:00 a.m. to 6:00 p.m., Monday through Friday, excepting legal holidays during which time Town offices are closed for business.
D. 
Left turns. The left turning of vehicles proceeding southerly on the driveway from the Municipal Parking Lot to proceed east on East Genesee Street is hereby prohibited.

A. 
Parking a vehicle in a defined parking stall shall be permitted during the period from 8:00 a.m. to 6:00 p.m. Monday through Saturday and 12:00 noon through 6:00 p.m. on Sunday for the period of time indicated on a valid parking payment receipt displayed on the dashboard of the parked vehicle in such a manner as to make it visible to the parking enforcement officer. Failure to display a valid parking payment receipt during these hours shall be deemed proof of nonpayment and may result in a citation for overtime parking in the all-day parking area. During all other hours, except as posted for the overnight parking prohibition (Code § 212-18), display of a parking payment receipt is not required and parking is free of charge.

B. 
Time exemption. The Board of Trustees may, from time to time, waive the payment requirements, and the requirement for display of a parking payment receipt in the all-day parking area. A notice of waiver shall be posted on the parking pay stations in the all-day parking area during any period of such waiver.
C. 
Payment for parking. Parking pay stations shall be placed in the all-day parking area in reasonably convenient locations, and it shall be the responsibility of a vehicle operator to obtain a valid parking payment receipt from a pay station. In the event a pay station malfunctions or fails to accept payment, a vehicle operator is obliged to obtain a valid receipt from another pay station.
D. 
Parking fees. Fees for parking in municipal parking lots shall be established from time to time by resolution of the Board of Trustees.

E. 
Use of tokens. The Village Board may authorize the use of parking tokens at a denomination to be determined by the Village Board, which tokens shall be accepted at the parking pay station at the face value of the token for the purpose of payment for parking.
F. 
Central Municipal Lot parking pass.
(1) 
The Village Board may authorize the issuance of monthly Central Lot parking passes for purchase by individuals wishing to pre-pay for specified dates or intervals of parking. Such passes shall be issued for no fewer than five days in a month. The fee for the pass shall be paid at the time of purchase and shall be at the rate of $2 per day except that the Village Board may authorize that a purchaser be given free extra days in the month for which the pass is being purchased up to the following amounts:
(a) 
Ten to 15 days: one free day.
(b) 
Sixteen to 20 days: two free days.
(c) 
Twenty-one to 25 days: three free days.
(d) 
Over 25 days: four free days.
(2) 
In order for the Central Municipal Lot parking pass to entitle a vehicle to be parked in the all-day section of the lot without displaying a parking payment receipt, the pass must be valid for the day and be displayed face-up on the dashboard of the parked vehicle in clear sight of parking enforcement personnel.
G. 
Parking Trust Fund.[1]

(1) 
Statement of intent. In order to more equitably distribute the costs associated with providing public parking to meet existing uses as well as new development or redevelopment of downtown properties, the Village of Skaneateles hereby establishes a Parking Trust Fund. The Parking Trust Fund shall be dedicated to the uses established herein.
(2) 
Establishment of Off-Street Parking Trust Fund. There is hereby established the Village of Skaneateles Off-Street Parking Trust Fund (hereafter the "Parking Trust Fund" or "Fund"), to be administered by the Board of Trustees exclusively for off-street parking purposes, including the acquisition of land for such purposes, by purchase or lease, and the construction of improvements incidental to such purposes. The Fund may also be used, in the discretion of the Trustees, for such additional purposes as are reasonably intended to ease the shortage of public parking in the downtown area, to include the purchase or lease of remote lots and supporting improvements and the purchase, lease and/or operation of shuttle buses or other equipment reasonably related to that purpose. Expenditures from the Fund need not be confined to the immediate downtown area so long as such expenditures are likely to have a beneficial effect on public parking in the downtown area. The Fund may not be used for purposes that are not reasonably related to the establishment of public parking in the downtown area and may not be used for enforcement activity or other municipal operations, but may be used for ordinary maintenance of parking facilities, striping of parking spaces, lighting, and the purchase and maintenance of new or replacement pay stations for the Central Municipal Lot or other public parking areas of the village.
(3) 
Effective upon the adoption of this subsection, the Village shall annually apply 10% of the gross receipts of parking pay stations and parking passes derived in the Central Municipal Lot and Fennell Street Lot to the parking trust fund. Also effective upon the adoption of this subsection, the Village shall annually apply 10% of the gross receipts of parking pay stations and parking passes derived in the Central Municipal Lot and Fennell Street Lot to General Fund Account A8510.42 for public restrooms. The remainder of such gross annual receipts shall hereafter be deposited to the general fund of the Village. Funds on deposit in the parking trust fund as of the effective date of this subsection shall be retained and used hereafter for the purposes authorized herein. The Village shall also be authorized to receive contributions from other parties, either of funds or in-kind contributions of land. Additionally, the Village may, at the annual meeting, in the discretion of the Board of Trustees, allocate funds to the parking trust fund, which fund shall be administered in accordance with the provisions of this article.
