The purpose of this article is to set forth
the land use activities permitted in the Village and to designate
the districts in which each activity will be permitted, subject to
all of the general and special regulations related to the applicable
district and the particular land use activity.

A. General. No building, structure or parcel of land, or part thereof,
shall hereafter be occupied, used, erected, constructed, reconstructed,
enlarged, moved or structurally altered, or its use altered, except
for one or more of the uses deemed permitted in the district in which
said building, structure or parcel of land shall be erected, altered,
used or situated and unless said action is in all other respects in
conformance with the provisions of this chapter hereinafter specified
for the district in which said action occurs.
B. Permitted uses. The only uses deemed permitted in a land use control
district of the Village are the uses designated in the Permitted Use
Chart at the end of this chapter as uses permitted by right in said
district; provided, however, that:
(1) Conditional uses. Any use designated in the Permitted Use Chart as a conditional use in a district shall be deemed a permitted use in said district only upon the issuance of a special use permit for said use by the Zoning Board of Appeals as provided in and subject to the conditions contained in Article
X of this chapter;
(2) Critical impact uses. Any permitted use designated as a critical impact use in Article
XI of this chapter shall not be deemed a permitted use unless a critical impact permit for said use is approved by the Planning Board as provided in and subject to the conditions contained in Article
XI of this chapter; and

(3) Floodway Fringe FF-O Overzone. Any permitted use relating to premises located within the Floodway Fringe FF-O Overzone shall not be deemed to be a permitted use unless a floodway permit for said use is approved by the Zoning Board of Appeals as provided in and subject to the conditions contained in Article
VI of this chapter.
C. Transient occupancy. No overnight accommodation for compensation
or barter shall be permitted anywhere in the Village for less than
30 consecutive days except in a hotel, lodging, or a bed-and-breakfast
homestay.

A. General. Any land use activity not specifically set
forth in the Permitted Use Chart or referred to by type in said chart
shall not be permitted in the Village of Skaneateles unless a variance
shall have been granted by the Zoning Board of Appeals to permit such
use in the district in which the premises to which such use relates
is located.
B. Symbols. The following symbols will be given the following
meanings in interpreting the provisions of the Permitted Use Chart:
(1) The symbol (P) designates a use permitted by right
in a district.
(2) The symbol (X) designates a conditional use which is permitted only upon securing a special use permit in each case from the Zoning Board of Appeals in accordance with Article
X of this chapter.
(3) The symbol (S) designates a use which requires site plan review and approval by the Planning Board in accordance with the provisions of Article
VIII of this chapter before it may be deemed a use permitted by this chapter.
(4) The symbol (N) designates a use which is specifically
prohibited in a district.
C. Permitted Use Chart promulgated. The Permitted Use
Chart included at the end of this chapter and the regulations contained
therein are hereby adopted by the Board of Trustees and shall be considered
an integral and official part of this chapter.
D. Dwelling unit. No building shall be occupied for residential
purposes unless it shall contain at least one dwelling unit. No dwelling
unit may be occupied by more than one family. No dwelling unit in
a multifamily dwelling shall be permitted below finished grade.

A. All uses not expressly permitted in a land use control
district shall be prohibited, except where the Zoning Board of Appeals
may interpret, approve and permit any "other use of the same general
character" as defined herein.
B. In any district, notwithstanding any statements of
permitted uses or any definitions or lack of definitions in these
regulations, any use which may reasonably be determined and characterized
by the Zoning Board as being or including any of the following shall
be prohibited: production and manufacturing from raw materials of
chemicals, cement, explosives, paint products, rubber, soaps, starch
or by-products of coal, coke, petroleum and natural gas; bulk storage
of gasoline; milling of flour, feed, or grain; reduction, refining,
smelting and alloying of metal or metal ores, slaughtering, rendering
or processing of animals and poultry; reduction and processing of
wood pulp and fiber; junkyards; storage of explosives; unenclosed
manufacturing or processing of any materials or products; or any similar
or other use which may introduce fire, explosion, or other public
health and safety hazards or which generates or discharges or may
generate or discharge hazardous or toxic wastes into the Village's
public water supply or sewage disposal system or any open body of
water within the Village or which regularly or frequently exceeds
any of the following standards measured at any lot line:
(1) Emits continuous noise in excess of 80 decibels or
impact noise of 100 decibels, measured in accordance with ANSI standards.
(2) Emits any odor which exceeds odor thresholds measured
in accordance with ASTM Standard Method for Measurement of Odor in
Atmospheres.
(3) Emits any airborne toxic matter in excess of ambient
air quality standards of New York State Level III.
(4) Emits any smoke in excess of Ringlemann Chart No.
2.
(5) Causes, as a result of normal operations, ground-transmitted
vibration which exceeds a velocity of 0.02 inch per second.
(6) Emits or causes any other conditions which threaten
the public health, comfort, safety, or general welfare or which may
damage or impair real property, business activity or natural resources.
C. Mobile dwellings or use of any temporary structures
or recreation vehicles or camping or travel trailers as dwellings
shall be prohibited.
