No person shall uncover, make any connection
with or opening into or use, alter, disturb or discharge into any
public sewer or appurtenance thereof without first obtaining a written
permit therefor.
B.
The owner or his agent shall apply for a permit on
a special form provided by the Village. The permit application shall
be supplemented by any plans, specifications or other information
requested by the Village.
C.
A permit and inspection fee, in an amount set forth
in the fee schedule adopted by the Village, shall be paid to the Village
at the time the application is filed.
A.
Industrial permits. Industrial wastewater discharge permits shall be granted or denied in accord with the terms and procedures set forth in § 111-55 of this chapter.
B.
Residential and commercial permits. The Village shall
determine whether a residential and commercial permit should be issued,
based on its analysis of the plans, specifications and other information
submitted in light of the provisions of this chapter.
A separate and independent building sewer shall
be provided for every building; except that, where one building stands
at the rear of another on an interior lot and no private sewer is
available or can be constructed to the rear building through an adjoining
alley, court, yard or driveway, the building sewer from the front
building may be extended to the rear building and the whole considered
as one building sewer.
Old building sewers may be used in connection
with new buildings only when they are found, on examination and test
by the Village, to meet all requirements of this chapter.
The owner may use any of the following three
types of pipe for the building connection:
A.
Service class/cast-iron soil pipe conforming to the
requirements of ASTM 74-75. Joints shall be hub-and-spigot type with
preformed rubber gaskets conforming to Specification HSN of the Cast-Iron
Soil Pipe Institute.
B.
Acrylomitride/butadiene/styrene (ABS) sewer pipe conforming
to the requirements of ASTM D2751-75-SDR=35. Joints shall be solvent-welded
in conformance with ASTM D2235.
C.
Rigid polyvinyl chloride (PVC), plastic pipe which
shall meet the requirements of ASTM 3034-74-SDR=35. Pipe shall have
an integral bell and pipe, and fittings shall be joined with a solid
rubber ring.
The size and slope of the building sewer shall
be subject to the approval of the Village, but in no event shall the
diameter be less than four inches. The slope of such four-inch pipe
shall be not less than 1/4 inch per foot.
A.
The building sewer shall be brought to the building
at an elevation to satisfy minimum slope requirements and as dictated
by the depth of the Village sewer. No building sewer shall be laid
parallel to or within five feet of any bearing wall which might thereby
be weakened. The depth shall be sufficient to afford protection from
frost.
B.
The building sewer shall be laid at uniform grade
and in straight alignment insofar as possible. Change in direction
shall be made only with properly curved pipe fittings.
A.
Old building sewers. The lines outside the building
leading to the public sewer may be used by property owners only if
they are watertight, gastight and meet all other specifications of
this chapter and, if not meeting said specifications in their entirety,
may be used only with special written approval of the Village.
B.
All excavations required for the installation of a
building sewer shall be open trench work, unless otherwise approved
by the Village. Pipelaying and backfilling shall be performed in accordance
with the pipe manufacturer's recommendation but, in any event, shall
conform to the following standards:
(1)
The ditch shall be straight and true and to uniform
grade insofar as possible.
(2)
The bottom of the trench shall be shaped by hand to
receive the pipe, or a minimum of three inches of compacted sand shall
be placed in the trench bottom to receive the pipe.
(3)
Where rock is encountered in the excavation of the
trench, the rock shall be excavated at least four inches below the
grade of the pipe and covered with compacted sand to provide a sand
bed for the pipe.
(4)
After placing the pipe and making joints as per requirements,
earth backfill shall be placed to the height of the top of the pipe
and tamped.
(5)
One foot of earth fill free from rocks will then be
placed and tamped.
(6)
The remainder of the trench shall then be filled in
one-foot layers and tamped before additional soil is added.
C.
Alternate materials and methods may be used only if
they have been specifically approved by the Village. The Village may
approve any alternative, provided that the proposed design is satisfactory
and complies with terms of this chapter and that the material or method
of work offered is for the purpose intended and at least the equivalent
of that herein prescribed in quality, strength, effectiveness, durability
and safety.
D.
Repairs to sewerage connections shall be made with
such materials as are provided for by this chapter for new work insofar
as is practical.
E.
The size, slope, alignment, materials or construction
of a building sewer and appurtenances and the methods to be used in
excavating, placing of the building sewer pipe, jointing, testing
and backfilling the trench shall conform to the requirements of the
specifications for the installation of building sewers as adopted
by the Village and all applicable provisions of any other rules and
regulations of the Village or of the County of Saratoga or the State
of New York, whichever requirements are more strict. In the absence
of any requirements or in amplification thereof, the materials and
the procedures set forth in appropriate specifications of the American
Society for Testing and Materials (ASTM) and Water Pollution Control
Federation (WPCF) Manual of Practice No. 9 shall apply. All connections
of building sewers to a public sewerage system shall be gastight and
watertight. Any deviations from the prescribed materials and construction
procedures must be approved by the Village prior to installation.
Whenever possible, the building sewer shall
be brought to the building at an elevation below the basement floor.
In all buildings in which any building drain is too low to permit
gravity flow to the public sewer, sewage carried by such building
drain shall be lifted by a method approved by the Village and discharged
to a gravity-flow building sewer.
All excavations required for the installation
of a building sewer shall be open trench work unless otherwise approved
by the Village. Pipelaying and backfill shall be performed in accordance
with ASTM Specification C12-19, except that no backfill shall be placed
until the work has been inspected.
The applicant for the connection of any building
sewer to the Village's sewerage system shall notify the Village when
the building sewer is ready for inspection and connection to the public
sewer. In no case shall any underground portions of the building sewer
be covered or connection to the public sewer be made without the approval
and/or supervision of the Village. Permission to activate the building
sewer will be given only after satisfactory final inspection has been
made and approval given by the Village, and connection shall be made
under the supervision of the Village.
Trench water will not be allowed to enter the
public sewer unless specifically authorized by the Village. The building
sewer trench shall be completely dewatered before the tap is made
into the public sewer system.
A.
All joints and connections shall be made gastight
and watertight.
B.
Cast-iron pipe joints shall be firmly packed with
oakum or hemp and filled with molten lead, Federal Specification QQ-L-156,
not less than one inch deep. Lead shall be run in one pouring and
be caulked tight. No paint, varnish or other coatings shall be permitted
on the jointing material until after the joint has been tested and
approved.
C.
All joints for plastic pipe materials approved for
use by the Village shall be made in strict accordance with the pipe
manufacturer's recommendations.
D.
Materials for hot-poured joints shall not soften sufficiently
to destroy the effectiveness of the joint when subjected to a temperature
of 160° F. nor be soluble in any of the wastes carried by the
drainage system. The joint shall first be caulked tight with jute,
hemp or similar approved material.
E.
Cement joints shall be made by packing a closely twisted
jute or oakum gasket of suitable size to fill partly the annular space
between the pipes. The remaining space shall be filled and firmly
connected with mortar composed of one part portland cement and three
parts mortar sand. The material shall be mixed dry; only sufficient
water shall be added to make the mixture workable. Mortar which has
begun to set shall not be used or retamped. Lime putty and hydrated
lime may be substituted to the extent of not more than 25% of the
volume of the portland cement that may be added.
F.
Other jointing materials and methods may be used only
by approval of the Village.

A.
New, repair or replacement installation of lateral
sewer connection from the Village main sewer line to the private property
line shall be undertaken by the Department of Public Works for the
Village at the private users expense.
B.
The Village, upon installation, repair or replacement,
shall be entitled to bill and recover from the private owner the actual
costs incurred for time and materials associated with the work undertaken
on the private user's sewer lateral line, including legitimate expenses
for excavation, laying and connecting of lateral pipe, repair or replacement
of pipe, connections, paving, fill, etc.
C.
The charge imposed upon a private owner/user pursuant
to this section shall be billed to the private owner/user by the Village
Clerk/Treasurer and due within 30 days thereafter. Any unpaid bill
after 30 days shall incur interest as provided by law and, in appropriate
instances, shall constitute a special tax assessment on the parcel.
All excavations for building sewer excavations
shall comply with all federal, state and local safety regulations
and shall be adequately guarded with barricades and lights so as to
protect the public from hazard.
Streets, sidewalks and other public property
disturbed in the course of the work shall be restored in a manner
satisfactory to the Village.
Building sewers from the building to the property
line shall be maintained, serviced and repaired by the owner of the
property served thereby. In the event that a property is unable to
discharge sewage into the public sewer, it will be presumed that the
fault is in the private building sewer, unless contrary facts are
in evidence. Evidence of willful damage to a building sewer being
served by a public sewer shall be considered a violation of this chapter.
Before any building whose building sewer is
connected to a public sewer is demolished, the owner thereof shall
conform to the requirements established by the Village. The cutoff
or plugging of the building sewer shall be done with the permission
and under the supervision of the Village.
