Pursuant to the powers granted by 53 Pa.C.S.A § 2322 et seq.,
there is hereby created the East Whiteland Environmental Advisory Council,
which shall continue until this chapter is revoked.
The members of said Council shall serve without compensation, but they
may be reimbursed for expenses necessary to carry out the objectives of the
said Council when those expenses are deemed necessary and appropriate and
approved by the Board of Supervisors.
The Board of Supervisors may, after a public hearing, remove any member
of the said Council from office for inefficiency, neglect of duty, malfeasance
in office and conflict of interest.
The Board of Supervisors shall designate the Chairperson of said Council.
Said Council shall also create and fill such other offices as it deems proper.
The said Council may make and alter its rules of procedure consistent with
the ordinances of the Township and laws of the Commonwealth. The said Council
shall keep records of its meetings and activities, and such records shall
be a public record except when prejudicial to a negotiation and therefore
not in the public interest. A majority of the said Council shall constitute
a quorum, and action taken at any meeting shall require the affirmative vote
of that majority.
Said Council shall make an annual report to the Board of Supervisors
and the Planning Commission. Copies of said reports shall be maintained in
the office of the Township.
The Board of Supervisors may appropriate from the general Township funds
such funds as may be necessary and available for the work of the Environmental
Advisory Council in the year for which the appropriation is made. Such appropriations
may be expended for administrative, clerical, printing and legal services.
