No dwelling shall hereafter be constructed in this Township without adequate means of approach to and from a public road.
No road for public travel shall hereafter be constructed in this Township until after bond shall have been furnished to the Supervisors of the Township with surety and in amount satisfactory to them guaranteeing completion of the road in accordance with detailed plans and specifications which shall be submitted to and approved by them before work is started.
Such plans and specifications shall comply with the requirements of the Pennsylvania Highway Department for public roads in Second Class Townships and all specifications adopted by the Supervisors.
Any person who violates or permits the violation of any provision of this article shall, upon being found liable therefor in a civil enforcement proceeding commenced by the Township before a District Justice, pay a fine for each such violation in an amount not less than $100 and not more than $600, plus all court costs, including reasonable attorney's fees, incurred by the Township. No judgment shall be imposed until the date of the determination of a violation by the District Justice. If the defendant neither pays nor timely appeals the judgment, the Township may enforce the judgment pursuant to the applicable rules of civil procedure. Each day that the violation continues shall constitute a separate offense.
