The rules and regulations of the Allegheny County Health Department with respect to plumbing and building drainage, being Article XV of said rules and regulations that became effective in 1996, together with amendments thereto adopted on or prior to the effective date of amendment of this chapter and herein referred to as the Allegheny County Health Department Plumbing and Building Drainage Code are, by reference thereto, hereby adopted as the Plumbing and Drainage Code of the Borough of Edgewood as if fully set forth in this chapter, with such additions, insertions, deletions and changes as are hereinafter set forth.

The following additions, amendments to and deletions from the Allegheny County Health Department Plumbing and Drainage Code are made for the purpose of this chapter:
A. 
The phrase "the Plumbing Inspector" shall be substituted for all references to the "Administrative Authority."
B. 
The term "Borough Secretary of the Borough of Edgewood" shall be substituted for all references to the term "Department" and "Examining Board."
C. 
The term "Board of Health" shall be substituted for all references to "the Plumbing Board" or "Board."
D. 
The term "Borough of Edgewood" shall be substituted for all references to "County of Allegheny."
E. 
Chapter 17 is hereby deleted in its entirety and in its place the following is adopted:

Chapter 17, Individual Sewage Disposal System: No water closets in yards, privy vault, cesspool or septic tank shall be constructed or maintained at any place within the Borough of Edgewood.
F. 
Chapter 22 of said code, as amended,[1] is deleted in full, with the exception of the following sections and subsections: Subsections 2201.7, 2201.9, 2201.10, 2201.11, 2201.12, 2201.13, 2201.14, 2201.16; Section 2203, and all subsections thereunder; Section 2204, and all subsections thereunder; Section 2206, and all subsections thereunder; Section 2207, and all subsections thereunder; Subsection 2208.1; Section 2218; and Subsection 2222.1.

The office of Plumbing Inspector is hereby established for the Borough of Edgewood. The Plumbing Inspector shall be appointed by the Borough Council from time to time, and the Building Inspector or any other appointed officer or employee of the Borough may be designated by the Council to hold the office of Plumbing Inspector concurrently. The Plumbing Inspector shall perform all duties and may exercise all powers vested in the office by the Plumbing Code and other ordinances of the Borough, shall perform any other pertinent duties assigned to him by the Borough Council, and may adopt with the approval of Council administrative regulations consistent with the law and the applicable ordinances, which regulations, unless rescinded by the Council, shall be binding as if they had been included in this chapter.
From and after the passage of this chapter it shall not be lawful for any person to carry on or work at the business of plumbing or building drainage in the Borough of Edgewood until a certificate to engage in or work at said business shall have been granted said person by the Borough Secretary of the Borough of Edgewood nor until he or she has registered as such in the office of the Borough Secretary.
All persons engaged in the business or work of plumbing drainage in the Borough of Edgewood shall apply in writing to the Borough Secretary for such certificate, providing such person, firm or corporation is holding a license or certificate granted by any first, second or third class city of this Commonwealth, the Allegheny County Health Department, or any borough or township of this Commonwealth which has a plumbing code that is similar to the Allegheny County Health Department's Plumbing Code.
A. 
No person other than a registered master plumber shall be allowed to own and/or operate a plumbing business in the Borough of Edgewood; nor shall any person or persons advertise themselves as plumbers, unless he or they have first secured a certificate and have been registered in the office of the Borough Secretary, nor shall any person in his or their employ, or under his or their supervision, be allowed to alter, repair or make any connection with any drain, soil, waste, or vent pipe connected therewith.
B. 
Every person, firm or corporation or representative thereof in registering shall give the full name or names of the person, firm or officers and names of the corporation for which he or they shall register. At the end of each calendar year, said certificate shall be null and void.
C. 
The sum as set forth in Chapter 118, Fees, shall be paid by the person or persons registering for such certificates and made payable to the Borough of Edgewood.

D. 
A registry of all such certificates issued shall be kept in the office of the Borough Secretary.

Any person, partnership, association, firm or corporation who or which shall violate or fail to comply with any provision of the Plumbing and Building Drainage Code of the Borough of Edgewood shall, upon conviction thereof, be sentenced to pay a fine not exceeding $600 and costs of prosecution, and, in default of payment thereof, to imprisonment for not more than 30 days Provided: each day's continuance of a violation of or failure to comply with any provision of the Plumbing and Building Drainage Code after notice thereof from the Plumbing Inspector or after conviction thereof, shall constitute a separate offense.
