The Manager, by Council resolution, may be removed
by a majority vote of the Council. If he is to be removed, the Council
shall notify the Manager, in writing, at least 30 days before such
removal shall become effective, of its decision to remove him from
office, stating the reasons for his removal. The Manager may reply
in writing and may request a public or private hearing, which shall
be held not earlier than 20 days nor later than 30 days after the
filing of such request. After such public or private hearing, if one
be requested, and after full consideration, the Council, by majority
vote of its members, shall finally resolve the propriety of his removal.
The Council may direct that the Manager's salary be withheld or paid
during suspension. Upon termination, any salary earned up to the date
of termination shall be paid forthwith. Severance pay up to but not
exceeding three months' salary from the effective date of termination
may be authorized by the Council.
