No person, firm or corporation shall hereafter construct, erect, install, move, place, operate, maintain, own, use or occupy any building, structure, trailer or mobile home within the Town of Killingworth as a place where a person or persons live, sleep, congregate or conduct any business or activity whatsoever, excluding accessory or agricultural buildings situated on the same lot, or construct, install or use a new water supply and sewage disposal system, or either of them, constructed or installed after the effective date of this article, without first having secured from the Director of Health of the Town of Killingworth his written approval of the water supply or sewage disposal system, or either of them, of each such building, structure, trailer or mobile home for use at each location at which such building, structure, trailer or mobile home may be constructed, erected, installed, moved, placed, operated, maintained, owned, used or occupied.

Each such building, structure, trailer or mobile home shall have its own water supply and sewage disposal system upon the same plot of ground on which it is situated and shall not be connected with any other such water supply or disposal system unless the same shall be a public water supply and public sewage disposal system approved by the Director of Health of the Town of Killingworth and the Connecticut State Department of Public Health.
This article shall not apply to a water supply and sewage disposal system, or either of them, constructed or installed and in use before the effective date of this article, so long as the same does not constitute a nuisance or may be injurious to the health of any person or animal.

Any person, firm or corporation violating this article may be fined not more than $250 a day for each day on which any such violation occurs.
