The Town Superintendent of Highways shall install and maintain traffic control devices when and as required under the provisions of this chapter to make effective the provisions of said chapter and may install and maintain such additional traffic control devices as he may deem necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York, subject to the provisions of §§ 1682 and 1684 of that law.

Traffic control signals shall be installed, maintained and operated as follows:
A. 
East and West Road (County Highway No. 363) at its intersection with the driveway to Reserve Hose Fire Hall.
(1) 
Normally operating as a flashing signal, displaying yellow indications east and west on East and West Road and flashing red south on Reserve Hose Fire Hall driveway.
(2) 
Upon actuation of a switch in the fire hall, displaying a steady red indication facing east and west on East and West Road and a flashing yellow indication south on Reserve Hose Fire Hall driveway.

C. 
Seneca Street at its intersection with Southgate Plaza westerly (AM & A Drive).

(1) 
Three-section, three-faced, semi-traffic-actuated signal with dual indications in each traffic direction and a single indication facing north for pedestrians with push-button actuation.
(2) 
Normally this signal shall display green indications for east- and westbound traffic on Seneca Street with red indications facing the plaza driveway and northerly for pedestrians. Upon actuation of the traffic detector in the plaza drive or the pedestrian push button, the signal shall display steady red indications facing east and west on Seneca Street and a steady green indication facing south on the plaza driveway and north toward the pedestrian walk.
(3) 
A left-turn arrow shall be displayed during periods of traffic actuation, along with a steady green indication facing east on Seneca Street. During this phase, steady red indications shall be displayed in all other directions.

D. 
Ridge Road (County Highway No. 137) at its intersection with Langner Road (County Highway No. 458) and a commercial driveway.

Three-section, four-faced signal with dual indication on the commercial driveway, operating as a pretimed signal.
E. 
Ridge Road (County Highway No. 137) at its intersection with Slade Avenue (County Highway No. 210) and the Thruway exit ramp northbound.

(1) 
Three-section, four-faced signal with dual indication in all directions, semi-traffic-actuated with detectors on Slade Avenue, the Thruway exit and for the left turn on eastbound Ridge Road, shall operate normally with steady green indication facing east and west on Ridge Road and a steady red indication on Slade Avenue and the Thruway exit.
(2) 
When the eastbound Ridge Road left-turn detector is activated for a sufficient period of time, the signal cycle will commence, which provides for a steady red for westbound Ridge Road traffic, for Slade Avenue left-turn traffic and Thruway exit traffic and for a green arrow for the left-turn eastbound traffic on Ridge Road and for a green arrow face for right-turning traffic on Slade Avenue.
(3) 
When the Slade Avenue detector is activated, the signal cycle will commence, which provides for left- and right-turn green arrows for Slade Avenue and steady red indications for all other directions.
(4) 
When the Thruway exit detector or pedestrian push button is activated, the signal cycle will commence, which provides for green indication for traffic from the Thruway exit and red indications for all other directions. Flashing "walk" signs shall be displayed during the appropriate interval of this signal cycle. During all other signal cycles, the pedestrian sign shall display DON'T WALK.
F. 
Seneca Street (County Highway No. 215) at its intersection with Mill Road (town highway).
(1) 
Display one vehicular signal face with three sections to traffic on each approach.
(2) 
Operate as a pretimed signal displaying green, yellow and red.
G. 
Seneca Street (County Highway No. 215) at its intersection with Ridge Road (County Highway No. 101) and driveway to plaza parking lot.

Three-section, four-faced, fully traffic- actuated signal with dual indications all directions,
(2) 
A left-turn arrow facing west on Ridge Road shall be displayed during appropriate intervals of the signal cycle.
(3) 
Upon actuation of pedestrian push button, display steady red indications facing east on Seneca Street, west on Ridge Road and north on Seneca Street and a steady green south on the driveway to the plaza parking lot.
H. 
Mineral Spring Road (County Highway No. 534) at its intersection with National Fuel Gas, Inc., driveway, 365 Mineral Spring Road.

(1) 
Pretimed normally operating as a solid green display for all traffic on Mineral Springs Road and as a solid red indication for northbound exiting traffic from the driveway of National Fuel Gas, Inc.
(2) 
Upon actuation of a switch by National Fuel Gas, Inc., the signal shall phase so as to display red for all traffic on Mineral Spring Road and green for the National Fuel Gas driveway in a pretimed signal cycle.
I. 
Slade Avenue (County Highway No. 210) at its intersection with commercial driveways from the Seneca Mall parking, east side of Slade Avenue, and Erie County Savings Bank, west side of Slade Avenue.

(1) 
Three-section, three-faced, semi-traffic-actuated signal with dual indications.
(2) 
Normally this signal shall display green indications north and south on Slade Avenue with red indications east on commercial driveway from Seneca Mall and west on commercial driveway from the Erie County Savings Bank. Upon actuation of detector in commercial driveway, the signal shall cycle red indications north and south on Slade Avenue and green indications on commercial driveways.
(3) 
During appropriate phases of signal operation, a green arrow shall be displayed for Slade Avenue southbound left-turn traffic into commercial driveway (Seneca Mall) and northbound left-turn traffic into commercial driveway (Erie County Savings Bank).
J. 
Seneca Street (County Highway No. 215) at its intersection with Center Road (County Highway No. 9218) and Kelsey Drive.

Three-section, five-faced, dual-indicated, pretimed signal, granting right-of-way to Center Road westbound and Seneca Street eastbound, and Seneca Street westbound and Kelsey Drive southbound and commercial drive northbound.
(2) 
A right-bearing arrow facing west on Seneca Street displayed during appropriate intervals of the signal cycle.
K. 
Mill Road at its intersection with East and West Road (County Highway No. 363).

M. 
Seneca Street (County Highway No. 215) at its intersection with Exit Ramp No. 54 from the Aurora Expressway (New York State Thruway).

(1) 
Three-section, three-faced, dual-indicated, semi-traffic-actuated signal, with detector for southbound exit ramp traffic. Normal operation is to give Seneca Street eastbound and westbound the right-of-way until the detector is activated, and then southbound exit ramp traffic is given the right-of-way with a steady green. Signal will return to steady red after traffic discontinues the activation or the maximum time is reached for the cycle.
N. 
Seneca Street (County Highway No. 215) at its intersection with Bellwood Avenue, the driveway to Seneca Hose Fire Company and east of Bellwood Avenue.

Two-section, single-faced signals normally operating as flashing signals, displaying yellow indications for eastbound and westbound Seneca Street and displaying red for southbound Bellwood Avenue and the Seneca Hose Firehall driveway.
(2) 
Upon actuation of a switch in the firehall, signals indicate steady red for eastbound and westbound Seneca Street and southbound Bellwood Avenue and flashing yellow indication facing south for Seneca Hose Firehall driveway.
(3) 
Single-headed signals located at Bellwood Avenue and Seneca Street controlling southbound Bellwood Avenue traffic and firehall traffic at a point east of Bellwood Avenue between Delray and Bellwood Avenues on Seneca Street with two heads controlling westbound Seneca Street traffic, and at a point west of Seneca Hose Firehall driveway with two heads controlling eastbound Seneca Street traffic.

One-way traffic of vehicles is permitted on the following streets:

Veterans Drive (south) in a north-to-south direction.
B. 
Veterans Drive (north) in a south-to-north direction.
C. 
Dirksen Avenue in a north-to-south direction from Graham Avenue to Seneca Street.
D. 
Race Street, in an east-to-west direction from Frontera Street to Union Road.

The Highway Superintendent of the Town of West Seneca, in accordance with the Motor Vehicle Law of the State of New York, is hereby authorized to control traffic upon Town highways within the Town of West Seneca through the use of medians and the marking or striping of center lines and turning lanes.
