The Ephrata Borough Non Uniform Pension Plan
As Amended and Restated Effective January 1, 2008, is hereby enacted
by reference.
The Borough Manager of the Borough of Ephrata,
as the agent of the employer is authorized and directed to execute
the Ephrata Borough Non Uniform Pension Plan As Amended and Restated
Effective January 1, 2008.

The Ephrata Borough Non Uniform Pension Plan As Amended and
Restated Effective January 1, 2008, is hereby amended to exclude from
the eligible class of employees any employee not covered by a collective
bargaining agreement who is hired on or after May 15, 2012.

The Borough Manager of the Borough of Ephrata, as the agent
of the employer, is authorized and directed to execute effective May
15, 2012, the Amendment No. 2 to the Ephrata Borough Pension Plan
as amended and restated effective January 1, 2008.

A. Amendment
No. 3 to the Ephrata Borough Pension Plan as amended and restated
effective January 1, 2008, which amendment establishes that employees
will participate in the plan as of the January 1 following their completion
of their probationary period, is adopted by reference.
B. The Borough
Manager of the Borough of Ephrata, as the agent of the employer, is
authorized and directed to execute, effective January 1, 2013, the
Amendment No. 3 to the Ephrata Borough Pension Plan as amended and
restated effective January 1, 2008.

The Borough Manager of the Borough of Ephrata, as the agent
of the employer, is authorized and directed to execute the Ephrata
Borough Pension Plan Trust Agreement effective May 15, 2012.

The Borough Manager of the Borough of Ephrata, as the agent
of the employer, is authorized and directed to execute, effective
January 1, 2017, Amendment No. 4 to the Ephrata Borough Pension Plan
as amended and restated effective January 1, 2008.
