Unless attended by its owner or some other person responsible to the owner, no dog shall be permitted to run at large upon the outdoor area of any property in any residential area, nor be confined in an open-air enclosure where its barking may disturb the quiet of the neighborhood, after 10:00 p.m. or before 6:00 a.m. prevailing time.

After a hearing before a court of competent jurisdiction, any person or persons found guilty of violating or permitting the violation of the provisions of this article shall be subject to a fine of not more than $600 for each offense, together with cost of prosecution, and in default of payment thereof, shall be imprisoned for a term not to exceed 30 days. Every day that a violation of this article continues shall constitute a separate offense.
