The Borough Council shall appoint, by resolution, in accordance
with the Pennsylvania Borough Code, 8 Pa.C.S.A. § 1005,
an independent auditor who shall be a certified public accountant,
registered in Pennsylvania; a firm of certified public accountants
so registered; or a competent public accountant or a competent firm
of public accountants, and shall, annually, require the appointed
auditor to make an independent examination of the accounting records
of Morrisville Borough for the fiscal year. Said appointed auditor
shall perform the other duties and exercise the powers as conferred
upon the independent auditor pursuant to 8 Pa.C.S.A. § 1041.

The Office of Borough Manager is hereby created
by the Borough.
The Manager shall be appointed by the Council.
The Manager shall serve at the pleasure of Council and may be removed
at any time by Council.

The Manager shall be chosen solely on the basis
of executive and administrative abilities, with special reference
to actual experience in or knowledge of accepted practices in respect
to the power and duties of the Office as herein outlined. The Manager
need not be a resident of the Borough or of the State of Pennsylvania.

Before commencing duties as stated in §
65-8, herein, the Manager shall be bonded with a bonding company as surety, to be approved by Council, in an amount as determined by Council, conditioned for the faithful performance of the Manager's duties. The premium shall be paid by the Borough.
The salary of the Borough Manager shall be fixed
from time to time by ordinance.
Neither the Council nor any of its members shall
dictate or attempt to dictate the hiring of any person or the discharge
of any person from employment by the Borough except as required to
do so by the Civil Service provisions of the Code. Except for the
purpose of inquiry, the Council and its members shall deal with the
administrative service solely through the Borough Manager and neither
Council nor any of its members shall give orders publicly or privately,
to any subordinates of the Manager.
If the Manager becomes ill or needs to be absent
from the Borough, the Manager shall designate one qualified staff
member to perform the duties of the Manager during the Manager's absence
or disability. The designated staff person shall not perform these
duties for a period longer than two weeks without the approval of
Council.
