There is hereby established a Commission on
Cultural Development for the City of Bangor which shall consist of
11 members who shall be appointed by the City Council.

All members of the Commission on Cultural Development
shall be residents of or be employed in the City of Bangor and shall
serve without compensation. No salaried employee of the City shall
be eligible to serve on the Commission.

The Commission on Cultural Development shall
annually elect a Chair and a Vice Chair.
The Commission on Cultural Development's mission is to promote the development of Bangor as a regional arts center that nurtures the artistic and cultural expression of its diverse peoples, as provided in Chapter
95, Cultural Development; provided, however, that the total expenditures for such purposes shall not exceed the appropriation therefor, together with such gifts as may be placed at the disposal of the Commission.
The Commission is hereby authorized to:
A. Assess Bangor's cultural needs;
B. Develop and maintain a comprehensive arts and cultural
policy, subject to approval by the Bangor City Council, based on a
five-year vision statement adopted by the City Council and strategic
objectives that support the vision statement;
C. Assure that plans and policies are developed with
consideration of the needs of the community s future adults, providing
them with an additional incentive to remain or return here;
D. Develop annual program and budget recommendations
relating to cultural grants and public art for review and consideration
by the City Council;
E. Conduct an annual audit of public art and monuments
relating to maintenance needs for review and consideration by the
City Council;

F. Review grant applications from arts and cultural organizations
and individual artists and recommend a course of action to the City
Council for its review and consideration;

G. Provide forums for the public and citizens' groups
to share their ideas, recommendations, and concerns with the Commission
as need arises;

H. Advocate for the importance of arts/cultural/humanities
activities, organizations, and a variety of venues, assuring that
they are not subordinate to sports and other entertainment interests;
I. Advocate for an environment that stimulates artistic
growth for young people after high school;
J. Advocate for Bangor to aggressively market itself
as a cultural destination to attract both visitors and additional
arts and cultural activities and venues;
K. Advocate for a fundamentally healthy community in
which art, culture, and humanities can integrate their agendas, when
appropriate, without diluting the focus of each agenda's goals and
plans;
L. Advocate for programs that encourage artists and other
creative professionals to sojourn in Bangor;
M. Maintain strong and open communication with the media;
N. Work with and advise the community and its arts/cultural/humanities
organizations on the development of new funding sources via activities
and programs;
O. Work with the community to identify and encourage
those features that are essential to a favorable economic environment
for artists, including venues for marketing their products and services,
and affordable housing;
P. Work with the community to identify and encourage
opportunities for the incubation of promising arts and cultural enterprises;
Q. Help the City Council identify an appropriate balance
for arts/culture/humanities amidst the entire spectrum of community
needs, remaining mindful of our citizens' basic unmet needs; and
R. Upon authorization by the City Council, engage in
fund-raising activities to support the mission of the Commission and/or
to support the acquisition and maintenance of public art and monuments.
Each officer and department of the City is hereby
directed to give all reasonable aid, cooperation and information to
the Commission on Cultural Development or to the authorized assistants
of the Commission on Cultural Development, when so requested.

A. Upon majority vote of the Commission, one or more
subcommittees may be formed from time to time and as needed. The purpose
and duties of a subcommittee shall be as assigned by the Commission.
B. Each subcommittee shall consist of a minimum of three
members appointed by the Commission Chair for a term of one year,
and may include additional nonvoting members.

C. A majority of the voting members appointed to a subcommittee
shall constitute a quorum.
