A. 
No person shall operate a motor vehicle on the airport unless said vehicle is properly registered in accordance with the laws of the State of Maine or by permission of the Airport Director.
B. 
No vehicle shall be operated on the airport if such vehicle is so constructed, equipped or loaded as to endanger or to be likely to endanger persons or property.
C. 
No vehicle shall be permitted to operate upon any area of the airport to which the public does not have a right of access unless and until such vehicle has been inspected by or under the authority of the Airport Director and a permit with an assigned number issued to the owner thereof and displayed as required by the Airport Director. The inspection of the vehicle shall not relieve the operator or owner thereof of the duty to comply with any requirements imposed by law or by these rules and regulations.
D. 
No person shall operate a motor vehicle anywhere on the airport without a valid motor vehicle operator's or chauffeur's license issued by a state registry of motor vehicles.
E. 
No person shall operate a vehicle on the airport in a careless or negligent manner; or in disregard of the rights and safety of others; or without due caution or circumspection; or at a speed or in a manner which endangers or is likely to endanger persons or property; or while under the influence of intoxicating liquor or any narcotic or habit-forming drug; or in violation of any statute or ordinance.
F. 
No person shall park a vehicle or leave the same standing except at such places and for such periods of time as may be prescribed or permitted by the Airport Director.
G. 
Motor vehicles on the airport shall be operated in strict compliance with speed limits prescribed by the Airport Director, as indicated by posted traffic signs, and in no case in excess of 35 miles per hour.
H. 
The Airport Director may remove from any area of the airport any vehicle which is disabled, abandoned or parked in violation of these rules and regulations or which presents an operational problem at the owner's expense and without liability for damage which may result in the course of such moving.
I. 
The driver of any vehicle involved in an accident on the airport which results in injury or death to any person or damage to any property shall immediately stop such vehicle at the scene of the accident and give their name, address, operator's license number and registration number to any other person involved in the accident or to any officer or witness to the accident. The operator of such vehicle shall promptly provide a full report of the accident to the police.
A. 
The operator of a vehicle must at all times comply with any lawful order, signal or direction of an authorized representative of the Airport Director. When traffic upon such highways or areas is controlled by traffic lights, signs, pavement markings or by mechanical or electrical signals such as lights, signs or markings, these shall be obeyed, unless an authorized representative of the Airport Director directs otherwise.
B. 
No person shall stop, stand or park a vehicle:
(1) 
In front of a driveway.
(2) 
Within a bus stop, safety zone, limousine or taxicab zone, except with permission.
(3) 
In other than leased or authorized areas for the purpose of washing, greasing or repairing a vehicle, except for repairing necessitated by an emergency.
(4) 
On the roadway side of any stopped or parked vehicle (double parking).
(5) 
Within 12 feet of a fire hydrant.
(6) 
Other than in accordance with restrictions posted on authorized signs or indicated by painted markings on curbs or pavements. All such parking restrictions shall be approved by the City Council by Council order upon recommendation of the Airport Director and shall be listed on a schedule kept at the Airport Director's office and filed with the City Clerk. The Airport Director shall give public notice by publication or by posting in public parts of the airport and at City Hall at least 10 days prior to the effective date of any change in such parking restrictions.

C. 
No person shall park a vehicle within any vehicular parking and storage area except upon the payment of such parking tariff or charge as may from time to time be prescribed by the contracted parking management company. No person shall refuse to pay or evade or attempt to evade the payment of such authorization.

A. 
No vehicles shall be operated on the aerodrome, which shall include landing areas, ramp and apron areas and aircraft parking and storage areas, except those specifically authorized by the Airport Director, who may require that there be displayed on such vehicle identifying numbers, symbols or flags. The Airport Director shall suspend or revoke such authorization if the vehicle is not in safe condition.
B. 
The Airport Director shall not authorize individually owned private passenger vehicles to operate on the aerodrome unless unusual circumstances of the business of an airport tenant absolutely require such operation, which authorization may be given by the Airport Director only temporarily and upon proof of motor vehicle liability insurance. Said insurance shall be in such amounts as the Airport Director may establish from time to time by administrative regulation.

C. 
The operator of any vehicle on such areas of the airport must at all times comply with any lawful order, signal or direction by an authorized representative of the Airport Director.

D. 
Parking. No vehicle may park on the landing area or ramp and apron area except in areas designated for parking by the Airport Director.
E. 
All vehicles operating on the landing area shall obtain clearance from the control tower before entering thereon. Such vehicles shall be equipped with an operating two-way radio on the appropriate ground frequency. Between the hours of sunset and sunrise and during times of reduced visibility, such vehicles shall display appropriate lights as designated by the Airport Director. All vehicles operating on the landing area shall continuously monitor the appropriate ground control frequency and shall immediately comply with any instruction from the control tower. During daylight hours, construction vehicles may enter upon the landing areas under special provision, which shall be prescribed by the Airport Director with the concurrence of the control tower.
F. 
Vehicles operating on the ramp and apron and aircraft parking and storage areas shall strictly conform to the marked traffic lane as currently established and shall observe the following rules:
(1) 
All vehicles except emergency vehicles responding to an emergency shall yield the right-of-way to an aircraft.
(2) 
Entry to or exit from the traffic lane shall be made at a right angle and opposite the point of origin or destination.
(3) 
Vehicles shall come to a complete stop whenever an aircraft is approaching the traffic lane from the landing area or is preparing to depart its gate position. Vehicles will not proceed until the aircraft is well clear.
(4) 
Through vehicles shall never be driven between an aircraft and its loading gate.
(5) 
No vehicle except emergency vehicles shall be driven at a speed in excess of five miles per hour within 100 feet of any aircraft or any terminal building or 15 miles per hour elsewhere on the aerodrome.
(6) 
Drivers of all vehicles shall be continuously alert and shall exercise extreme caution at all times.
(7) 
Riding on baggage carts, trailer hitches, fenders or on any portion of a vehicle not equipped with proper seats, running boards, handrails or handholds is prohibited.
(8) 
Due to the danger of carbon monoxide fumes, no vehicle shall be left unattended with the motor running in the terminal building.
(9) 
Vehicles smoking excessively shall be restricted from the aerodrome.[1]

A. 
No person shall operate a taxicab, limousine, charter automobile or motor bus upon the airport for the purpose of carrying passengers, baggage or both for hire except in conformity with directives governing the operation of taxicabs, limousines, charter automobiles and motor buses as established by the Airport Director.
B. 
No person shall solicit rental car business or transact rental car business on the airport premises unless they are the holder of a written permit or contract issued by the Airport Director. Upon request, the Airport Director may issue limited written permits for the delivery of rental cars for arriving passengers previously reserved by passenger at another point. The Airport Director may impose conditions on the issuance of such permits as they may deem proper. Evidence of prior reservation may be required by the Airport Director with respect to the delivery of any rental car or other vehicle under this subsection.
