Effective January 1, 2009, each dog shall be registered for a license upon payment of the sum of $10 in the case of a dog which has been neutered or spayed and $13 in the case of a dog which has not been neutered or spayed, which sums shall include the fee paid to the State of New Jersey. In addition to the fee provided for the registration of any dog as hereinabove set forth, an administrative charge of $1 for any dog registered after January 31 of each year shall be collected.
B.
Any such owner or person may, however, subject to the conditions stated aforesaid, apply for a license which shall have a term of three calendar years from the date of issuance.
