A. 
Individual registration for each person engaged in the business of being a solicitor or canvasser within the corporate limits of the City of Bridgeton is required. Licenses shall not be transferred from one person to another.
B. 
The Mayor shall grant or deny solicitor/canvasser license applications. If the application is approved, the Municipal Clerk shall issue the license.

C. 
Along with license, the Clerk shall issue a badge on which shall appear the words "Licensed Solicitor [or Canvasser]", the period for which the license is valid, and the license number in letters and figures easily discernible from a distance of five feet.
D. 
Applications that are denied may be appealed by the applicant to the City Council provided that the request for appeal is filed with the Municipal Clerk within seven calendar days of the denial date. A notification stating the basis for the denial decision shall be sent to the applicant stating the reasons for such disapproval.

Licenses shall expire on December 31 of the calendar year issued.
A. 
Applications for a solicitor/canvasser license shall be made to the Municipal Clerk on forms approved by the Business Administrator.

B. 
As necessary for the protection of the public, the application will be referred to the Chief of Police or his designee, to conduct a background investigation into the applicant's criminal background and moral character.
No soliciting or canvassing activities shall be conducted before 9:00 a.m. or later than 7:00 p.m., or on Sundays or holidays.
With the exception of the provisions of § 254-14, this article shall not apply to any:
A. 
Person who has obtained a charitable solicitor's permit in accordance with Article IV of this chapter.
B. 
Person distributing political literature on behalf of a candidate for public office.
C. 
Census taker or individuals conducting polls or surveys pursuant to federal, state or local laws.
