The Mayor and Council of the Township of Little
Falls hereby declares their intent to regulate, in a manner consistent
with the interests of the citizens of the Township of Little Falls,
the location, use and placement of construction containers.
No person, firm or corporation shall encumber
or obstruct any street, highway, public lane or alley or other public
place in the Township of Little Falls by placing therein or thereon
any type of container commonly used for the collection of debris,
as hereinafter defined, except in compliance with the provisions of
this chapter. No person, firm, company or corporation shall place
any type of container used for the collection of debris on private
property without first having complied with this article.
As used in this article, the following terms
shall have the meanings indicated:
CONTAINER
Any debris-transfer body (i.e., dumpster, rolloff, trailer,
etc.) commonly used for the placing and/or collection of debris and
building materials during construction and/or renovation. Also included
within this definition are containers used for the storage of items,
merchandise, furniture or other such similar tangible personal property,
including but not limited to containers known as "PODS" or portable
on demand storage containers.
DEBRIS
Discarded waste and litter originating from construction
and/or renovations to any structure and/or property.
ENFORCEMENT OFFICER
Construction Code Official of the Township of Little Falls,
Superintendent of Public Works and/or the Division of Police.
PERSON
Includes any person, firm, partnership, association, corporation,
company or organization of any kind.
Each container shall prominently display the
name, address and telephone number of the owner thereof.
Each container shall have both the front and
rear surfaces reflectorized for night safety in such a manner as to
indicate the height and width of the same, visible 500 feet by automobile
headlights.
