The Town Board of the Town of Catskill finds that the parking of vehicles on public highways within the Town of Catskill during the winter months interferes with the orderly removal of accumulated snow and creates unnecessary and undue risk and difficulty for members of the Town Highway Department in the performance of their duties, as well as to any passing motorist.
 As used in this article, the following words shall have the meanings indicated:
AUTHORIZED REPRESENTATIVE
A person employed full time by the Town of Catskill Highway Department and designated to act by the Town Highway Superintendent.
TOWN HIGHWAYS
Roadways within the Town of Catskill lying outside the limits of the Village of Catskill, exclusive of those designed as United States routes, state highways or county highways, and shall include the entire width between the boundary lines of every such way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular traffic and shall include both paved surfaces and shoulders.
No vehicle shall be parked on town highways during the period commencing November 15 and ending March 31, or during such other period of emergency as may be designated by the Town Highway Superintendent.
The Town Highway Superintendent or his authorized representative is hereby authorized to order that any vehicle parked in violation of this article be removed from the highway. If the owner of said vehicle cannot be readily ascertained or, if ascertained, cannot be found or fails to comply, the Town Highway Superintendent or his authorized representative shall promptly contact a towing service and order the vehicle removed, at the owner's expense.
A. 
This article shall not prohibit the occasional temporary parking of vehicles on town highways, provided that such parking in no way interferes with snow removal or other maintenance or construction purposes of the Town Highway Department.
B. 
Nothing contained herein shall be construed to authorize parking on town highways in violation of any state or local law, ordinance or regulation.
