The Town of Catskill finds that the unregulated parking of motor vehicles
on town roads causes unsafe congestion problems and interferes with the rights
of ingress and egress of property owners abutting town roads. The purpose
of this chapter is to protect the health, safety and well-being of persons
and property by imposing restrictions and regulations upon the parking of
cars within the town.
This chapter is enacted pursuant to § 1660 of the New York
State Vehicle and Traffic Law and § 130 of the Town Law.
The title of this chapter shall be an "Ordinance Relating to the Parking,
Towing and Storage of Motor Vehicles."
As used in this chapter, the following terms shall have the meanings
indicated:
MOTOR VEHICLE
Every vehicle operated or driven upon a public highway which is propelled
by an internal combustion engine. The term "motor vehicle" includes cars and
trucks, except police and fire vehicles and ambulances.
OWNER
The title holder, registrant or last operator of a motor vehicle.
It shall be unlawful for any owner of a motor vehicle to park a motor
vehicle in a no-parking tow-away zone.
The following area shall be a no-parking tow-away zone: the west side
of Malden Avenue from the intersection of Mill Road to State Route 23A.
This chapter shall be enforced by any police officer whose geographic
area of employment includes the Town of Catskill. Any police officer observing
a violation of this chapter shall affix a simplified information to the offending
motor vehicle's windshield and cause said motor vehicle to be towed.
The owner of any motor vehicle towed away pursuant to this chapter shall
be responsible for towing and storage charges which shall be payable to the
individual, firm or partnership which has towed and/or stored the motor vehicle.
Any owner convicted of a violation of this chapter shall be guilty of
a traffic infraction and subject to a fine of $100.
