Road and drainage plans and specifications shall conform to the following:
A. The road and drainage plans submitted by the subdivider shall be complete enough to be used as construction plans for the roads and drains in the plat. Plans shall be approved by the Engineer prior to the start of construction. All plans shall be prepared by an engineer licensed in New York State.
B. All road construction shall be on the right-of-way center line. The roadway width from gutter to gutter shall be 30 feet as per Illustration No. 1.
C. The crushed stone or gravel base shall be placed as shown on Illustration No. 1.
(1) It shall meet the following gradation requirements (United States standard sieve):

(2) Requirements for soundness, plasticity and elongation shall meet those set forth for Item 304, Subbase Course, in the New York State Department of Transportation "Standard Specifications" of latest issue.
(3) Surfacing shall consist of a double layer of asphalt concrete; the lower layer shall be four-inch-thick Type 3 binder course; the upper layer shall be one-and-one-half-inch-thick Type 7 top course; the asphalt surface shall be 24 feet in width.
(4) Where the proposed subdivision lies entirely along a road which is maintained by a public agency, road surfacing shall be omitted. All other sections shall apply as to their effect on an existing road.
D. The subdivider shall incorporate concrete rolled gutters along both sides of the new roadway. The gutter shall have a minimum thickness of six inches and a width of three feet. (See Concrete Curb Section Illustration No. 1-A for details.)
(1) The concrete shall adhere to the following mix design:

(2) All curb sections, plans and profiles shall be submitted for approval by the Village of Springville.
E. Sidewalks will be required by the Planning Board and shall be not less than four inches thick except at driveways, where the thickness shall be six inches. Concrete design mix shall be as described for concrete gutter and shall contain reinforcing. The reinforcing shall be either six inches by six inches by ten-gauge welded wire mesh or fibrous reinforcement acceptable to the Village of Springville. Installation and construction techniques shall follow guidelines set in the New York State Department of Transportation "Standard Specifications" of latest issue.
F. Other items not included in these specifications shall be approved by the engineer prior to design completion or start of construction.
G. Underground utilities.
(1) The standard location of underground utilities shall be as follows:
(a) Sanitary sewers, north or east side.
(b) Gas mains, south or west side.
(c) Water mains, south or west side.
(d) Storm sewers, north or east side.
(e) Other, by village approval.
(2) No utility shall be placed under the roadbed, except for crossings, unless all service lines for each lot are installed as part of initial utility construction. Water main service lines shall end with the curb box at the property line. Sanitary sewer laterals shall end at the right-of-way line and shall be marked using pressure-treated two-by-fours that reach from the lateral vertically to a point two feet above finish grade.
H. All roads, including existing public roads, shall be provided with facilities for adequate surface and subsurface drainage.
I. If subsurface drainage is deemed necessary by the village, the subdivider shall provide for the same in a manner acceptable to the Engineer.
J. Any areas of the subdivision which do not drain into the subdivision drainage system shall be shown on the plan with a note indicating disposition of water accumulating on such areas.
K. Drainpipes under roads or driveways shall be designed to withstand New York State highway loadings.
L. Material requirements.
(1) A certified analysis of all intended material (includes bituminous, culverts, concrete, gravel, stone, etc.) shall be filed with the Engineer for approval prior to placing the material.
(2) The analysis may include an affidavit from the supplier or may be made by a laboratory approved by the Engineer, or both, as required.
M. Signs.
(1) Road name signs shall be provided at each road intersection in the plat; letters shall be reflective and of a minimum four inches in height.
(2) Traffic control signs shall be provided where designated by the Highway Superintendent.
(3) All signs shall meet current village standards.
N. Turnarounds shall be provided as shown on Illustration No. 2.
O. Construction methods.
(1) All brush, shrubs and roots thereof shall be entirely removed from the right-of-way of all roads and alleys in the proposed plat. All trees, including the roots thereof, within the roadway and ditch lines shall be entirely removed. Trees outside the roadway and ditch lines may not be removed unless approved by the village.
(2) All topsoil shall be removed from the roadway before any surfacing material is placed. No topsoil or other fill material may be removed from the subdivision without approval from the Planning Board.
(3) Any deleterious material in the subgrade shall be removed and replaced with material which is approved by the Engineer.
(4) The earth grade shall be brought to the required elevation, smoothed, trimmed, drained and compacted before any surfacing material is placed.
(5) Soft spots in the earth shall be corrected by removing improper materials and replacing with materials approved by the Engineer.
(6) The subgrade and crushed stone or gravel base shall be rolled and thoroughly compacted with a ten-ton roller.
(7) Upon completion of installing and compacting base material, the entire roadway surface shall be treated with an asphalt emulsion Type MC-30 at an application rate of 0.5 gallon per square yard. This sprayed application shall be allowed to set for 24 hours prior to paving.
(8) Place and roll asphalt concrete binder course and top course in accordance with the New York State Department of Transportation "Standard Specifications" of latest revision.
P. All construction must be done under the supervision of a New York State licensed engineer.
Q. All work not provided for elsewhere in these specifications shall be done in a manner approved by the village.
R. Tree planting. At least two trees, having a minimum of a one-inch thick or a five-foot height, shall be planted on each lot and located between the right-of-way line and setback. Such trees shall be maintained in healthy condition for a period of at least one year. Species and location shall be approved by the Planning Board. This item may be waived where established trees are in existence.
S. The following drawings are annexed to this chapter and depict the specifications and engineering details of the required plans, methods and materials to be applied and used in presenting, constructing and installing the referenced road and drainage improvements shown thereon:
