A.
After construction is completed, the subdivider shall request approval, in writing, of the work. The request shall be accompanied by a sealed certification from the subdivider's engineer that he has supervised and inspected all construction and that all work is in accord with the approved plans and specifications.
(1)
Such certification shall include as-built plans where revisions in the approved plan were required by conditions encountered during construction.
(2)
As-built plans shall be submitted for sanitary sewers and water mains. The location of all service Y's and laterals shall be shown on the as-built plans. Service Y and lateral locations shall be witnessed by a dimension, in feet, to the nearest downstream manhole center or water main valve. Where a service lateral is extended from a Y, the end of the lateral shall be witnessed by an appropriate dimension and angle. In addition to witness measurements, a pressure-treated two-by-four shall reach from the service lateral vertically to a point two feet above finish grade.
B.
The Engineer and department heads shall inspect the work as soon as possible after the requirements of Subsection A are complete. If the work is complete and acceptable, recommendations shall be given to the Planning Board for acceptance by the village. If the work is not approved, the developer shall be notified as to deficiencies. A reinspection will be required if deficiencies are found.
C.
The requirements of Subsections A and B shall be repeated as necessary.
