The provisions of the State Fire Prevention Code as published by the Department of Safety and Professional Services are adopted by reference as if fully set forth herein and shall apply to the Village.
A. 
Chief to act as Inspector. The Chief of the Fire Department shall hold the office of Fire Inspector with power to appoint one or more Deputy Fire Inspectors who shall perform the same duties and have the same powers as the Fire Inspector.
B. 
Inspections. The Fire Inspector or his deputy shall inspect periodically all places of employment, buildings open to the public and public thoroughfares within the Village limits for the purpose of noting and causing to be corrected any condition liable to cause fire. Repairs or alterations necessary to remove the hazardous condition shall be made within a reasonable time at the expense of the owner. The Inspector shall also investigate the storage and handling of explosives and flammable liquids in the Village.
C. 
Written record. The Chief, Fire Inspector or his deputy shall keep a written record card of each property inspected conforming to the requirements of the Department of Safety and Professional Services and shall make the quarterly report of inspections required by such Department.

D. 
Fire hazards. Whenever an inspection by the Fire Inspector or his deputies reveals a fire hazard, they shall serve a notice in writing upon the owner of the property giving such owner a reasonable time in which to remove the hazard. If the fire hazard is not removed within the time allowed, it shall be deemed a nuisance and the Fire Inspector or his deputies shall have the same removed by the Village and the cost of such removal shall be recovered in an action by the Village against the owner of the property.
E. 
Entry to premises. No person shall deny the Fire Inspector or his deputy free access to any property within the Village which is open to the public or place of employment at any reasonable time for the purpose of making fire inspections. No person shall hinder or obstruct the Fire Inspector or his deputy in the performance of his duties or refuse to observe any lawful direction given by him.
Any person who shall violate any provision of this article, or any provision of the State Fire Prevention Manual herein adopted by reference, shall be subject to a penalty as provided in § 1-4 of this Municipal Code.
