Words and phrases when used in this chapter shall have the meaning ascribed to them in the Vehicle Code[1] of Pennsylvania, as now in force, or as hereafter amended, except where the context clearly indicates a different meaning.

A. 
In order to facilitate the movement of traffic and to combat the hazards of excessive snow and ice on the streets of the Borough of Kane, the Borough Manager, or his designee, in his discretion, is hereby authorized to declare an emergency to exist due to the hazards presented by the accumulation of snow and ice.
B. 
The Borough Manager, or his designee, shall declare the existence of the snow emergency by public declaration made to local news media 24 hours before the time designated as the beginning of the snow emergency.
C. 
The snow and ice emergency shall last for such length of time as the Borough Manager or his designee shall, in his discretion, deem advisable.
During the snow and ice emergency and after the existence of such emergency has been publicized over the local radio and/or in the local newspaper, as provided in § 242-46B hereof, it will be illegal to park cars or other vehicles on designated sides of certain streets as set forth in the public announcement.
The following streets or parts thereof are hereby declared to be snow and ice emergency routes and may be included in the emergency declaration restricting parking.
A. 
Hacker Street from Biddle Street north to the Borough line.
B. 
Biddle Street from Edgar Street to Clay Street.
C. 
Wood Street east from Clay Street to the Borough line.
D. 
Such other streets or parts thereof as the Borough Manager, or his designee, in his discretion, may include in the emergency declaration.
Any vehicle parked in violation of § 242-47 may be removed by any member of the Police Department, or its designee. Any vehicle removed may be towed to and placed at any area designated by the Borough Manager, or his duly designated representative, for impounding vehicles. All costs for removal, towing, storage or parking of any vehicle removed under the provisions of this section shall be paid by the owner of the vehicle and the vehicle shall remain impounded until all costs are paid.
Any person convicted of violating § 242-47 shall, upon conviction, be fined $25 plus costs.
