The purpose of this chapter is to adopt local rules and regulations
to be used by the city in the regulation of cable television services within
the City of South Pasadena.
The City Commission of the City of South Pasadena determined that no
effective competition, as that term is defined in the Cable Television Consumer
Protection and Competition Act of 1992, exists within the City of South Pasadena,
and the city is certified to regulate basic cable rates by the Federal Communications
Commission.
The city hereby adopts and incorporates by reference the Cable Television
Consumer Protection and Competition Act of 1992 and the rules and regulation
of the Federal Communications Commission as set forth in 47 CFR Parts 76 and
78.
Cable operators who violate any provisions of this chapter shall, in addition to the sanctions provided in the Federal Communications Commission rules, be subject to the general penalty provisions of §
1-16 of this Code.
