The purpose of implementing this article is to be able to keep a better control on costs of road maintenance. When culverts are improperly installed or not installed at all, it results in costly repairs to the Town roads, due to their erosion from water.
Whenever a private way is to be connected with a public way, the landowner must meet with the Road Commissioner in his area to determine if a culvert needs to be installed.

The landowner may purchase said culvert through the Road Commissioner if he so chooses. All costs associated with the installation of culvert(s) shall be paid for by the property owner.
The Road Commissioner will determine the size of the culvert needed and will be responsible for installing the culvert.
The landowner must have a written permit from the Road Commissioner before any building permit will be issued by the Code Enforcement Officer. The Road Commissioner will retain a copy of the permit for his files.
Any person who violates any provision of this article shall, on conviction thereof, be liable to the penalties set forth in 30-A M.R.S.A. § 4452.
