As used in this chapter, the following terms shall have the meanings indicated:
GARBAGE
Meat and vegetable waste solids and liquids resulting from the handling, preparation, cooking and consumption of foods and shall include cans, glasses, bottles and other containers in which food has been preserved for consumption. It shall also include offal and any other decaying or vegetable substance.
REFUSE
All other waste including paper, cardboard. books, bags, rags, old clothes, leather, rubber, carpets, wood, excelsior, sawdust, tree branches, furniture, vehicles, ashes, cinders, metal shavings, wire, tin cans, glass, crockery and similar materials, cartons, boxes, manure and the wastes resulting from building construction or alteration work.
No person shall burn, dump or otherwise deposit litter, garbage or refuse on any land, vacant or occupied, within the Township unless a written permit has first been obtained from the Board of Health.
Every person desiring to burn, dump or otherwise deposit garbage or refuse within the Township shall apply in writing to the Board of Health for a permit. The application shall state the name and address of the applicant, the type and quantity of garbage or refuse to be handled and the specific location to be used for dumping or burning. Each permit shall expire 10 days after date of issue and permission shall not be granted unless the applicant satisfies the Board that the intended action will not create a hazard to health or property.
Any person procuring a license shall be subject to any rules and regulations imposed by the Board of Health, and to all provisions of law and of the State Department of Health, for the violation of which a permit may be suspended and, after hearing, revoked.
