Editor's Note: Section 2 of Ord. 921 provides that the requirement for a license as described herein shall not be enforced until July 1, 1991, and persons owning, keeping or harboring a cat shall not be considered in violation of this article until September 1, 1991, by which date failure to obtain the license required hereunder shall be considered a violation of this article.

Any person who shall own, keep or harbor a cat of licensing age shall annually apply for and procure from the Borough a license and official registration tag with license number, or a registration sleeve, for each cat so owned, kept or harbored and shall place upon such cat a collar or other device with the license number securely fastened or displayed. Acceptable methods of displaying license numbers shall include, but are not limited to, breakaway or elastic collars. License tags or sleeves are not transferable. In lieu of the use of a collar or other device as aforementioned, the license number and other pertinent information shall be tattooed in the cat's ear at the expense of the owner, keeper or harborer of such cat. Any cat not displaying a current license number shall be considered a stray cat and shall be subject to being taken into custody by the Borough or its agents and impounded at the Bergen County Animal Shelter for disposition in accordance with the shelter's policies and procedures.
The person applying for a license shall complete an application form provided by the Borough and shall submit it along with proof that the cat has been vaccinated for rabies, said proof to be in a form to be determined by the individual charged with enforcing this article, and said application shall be further accompanied by the license fee as described below.

A license shall be issued after the payment of the following fees:
A. 
For each neutered or spayed cat: $11.
B. 
For each unneutered or unspayed cat: $14.
C. 
A flat fee of $6 for a maximum of four cats and $11 per cat for each cat in excess of four, whether or not neutered or spayed, which are owned, kept or harbored by a senior citizen which is herein defined to be a person 62 years of age or older.
D. 
Persons who fail to obtain a license on or before the last day of March shall pay a late payment fee of $10.
A. 
Cats brought into the Borough shall be licensed within 90 days.
B. 
Cats younger than five months need not be licensed.
Any person who hinders, molests or interferes with anyone authorized and empowered to enforce this article from performing any duty under this article shall be considered in violation of the section.
