A. For all requests for documents from the Borough of Franklin Lakes
under the New Jersey Open Public Records Act, including discovery requested of the Municipal Prosecutor,
except in those circumstances where a different charge has been established
by law, the custodian of such records shall make and supply copies
of such records upon the payment of the fees described herein.
B. The following fees shall be payable by the requestor to the Borough
of Franklin Lakes for the documents:
(1) For copies on letter-sized paper or smaller: $0.05 per page.
(2) For copies on legal-sized paper or larger: $0.07 per page.
(3) Electronic records, such as records provided by email or facsimile,
shall be provided free of charge.
(4) Actual postage for any discovery sent by mail.
(5) For the envelope for any discovery sent by mail: $0.25.
(6) Photographs will be photocopied at the rates established herein.
If requests are made for duplicate photographs, the actual cost of
making the photographs shall be charged.
(7) Duplication of videotapes constitutes an extraordinary duplication
process and will be charged at the rate of $5 per videotape.
(8) Copies of audio, video or any other data on compact discs, DVDs,
CD-ROM: Actual cost to Borough of medium; except that the minimum
fee shall be $1.
(9) On any item that cannot be photocopied on the Borough's copy
machine or not otherwise provided for in this schedule, the actual
cost incurred in making the copy shall be charged.

Copies of the Zoning Map: $0.75 per copy.

Copies of accident reports, other than in person, an additional
fee of $5.
C. Whenever any documents must be obtained from an entity other than
the Borough of Franklin Lakes, the actual costs paid to the other
entity shall be paid by the requestor.
D. Whenever the nature, format, manner of collation, or volume of a
government record embodied in the form of printed matter to be inspected,
examined, or copied pursuant to this section is such that the record
cannot be reproduced by ordinary document copying equipment in ordinary
business size, or involves an extraordinary expenditure of time and
effort to accommodate the request, the Borough may charge, in addition
to the actual cost of duplicating the record, a special service charge
that shall be reasonable and shall be based upon the actual direct
cost of providing the copy or copies. The requestor shall have the
opportunity to review and object to the charge prior to it being incurred.
A. Duplicate copy of tax bills.
(1) All mortgagees, servicing organizations and property tax processing
organizations as those entities are defined in Title 54 of the New
Jersey State Statutes shall be charged a fee of $2 for the duplicate
copy of a tax bill for any property in the Borough.
(2) The Tax Collector shall collect such fee prior to issuance of the
duplicate copy.
(3) The fee for the first duplicate copy shall be $2 and, thereafter,
$5 for any subsequent duplicate copy of the same property in the same
year.
(4) No fee shall be charged to any resident owner of the property for
their first request for a duplicate copy of a tax bill in the same
year.
B. Duplicate copy of a tax account or special assessment account.
(1) There shall be a charge of $2 per copy of a tax account or a special
assessment account.
(2) The Tax Collector shall collect such fee prior to issuance of the
copy.
D. Issuance of duplicate tax sale certificate: $100.
E. Redemption calculations: No fee for the first two and $50 for each
subsequent calculation.

A. Any and all individuals participating in recreation
programs or utilizing recreation facilities, described in the attached
schedule shall at the time of registration, and prior to utilization
or participation, pay the designated fees, and pay any and all required
deposits.
B. Any and all fees collected pursuant to this article
shall be deposited into a designated fund established by the Mayor
and Council for the receipt of said fees.
A. The fees established under this article shall remain
in full force and effect until modified, amended, or changed by ordinance
of the Mayor and Council.

B. The above fees are the maximum amount that can be
collected.
C. A late
fee of $25 will be added to the registration fee for registrants registering
after the publicized registration period.

D. Cancellation
fee. If a participant registers for a program and the participant
withdraws from that program prior to the start of the program, they
shall be entitled to a refund of the fee paid for the program, except
that the Borough shall retain $25 of that fee as a cancellation fee.
If the Borough cancels a program, the full fee shall be refunded or
credited to the participant.
