The Department shall be headed by a director
who shall be qualified by education and experience.

The Department shall perform or supervise all
appropriate functions associated with:
B. Public health nursing and clinics.
D. Office of Senior Citizen Affairs.
F. Office of Youth Services.
G. Section 8 housing.

There shall be a Division of Welfare within
the Department of Health and Human Services.
A. The Division of Welfare shall carry on its duties
and exercise its powers pursuant to N.J.S.A. 44:8-114 et seq.
B. The Division of Welfare shall be headed by a Director
of Welfare who shall hold office for a term of five years from the
date of appointment and shall be paid such salary as may be provided
by ordinance. In case of vacancy in the office of Director of Welfare,
a temporary or Acting Director may be appointed to serve for not more
than 90 days.
C. The Director of Welfare shall exercise the powers
and duties pursuant to N.J.S.A. 44:8-118 and shall:
(1) Administer laws and ordinances relating to the relief
of the needy.
(2) Provide related social services, such as domestic
relations counseling, indigent burials and other public welfare activities.
(3) Cooperate with the Township institutions in the certification
of medically indigent patients for care and treatment.
D. All ordinances or parts of ordinances inconsistent
with the provisions of this section be and the same are hereby repealed.
The Local Assistance Board previously created pursuant to provisions
of Title 44 of the New Jersey Statutes Annotated is hereby abolished.
The Department shall be organized pursuant to plan approved as provided in Article
VI, §
3-22.
