The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XII (§ 235-57), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIII (§ 235-58), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 235-59), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XV (§ 235-60) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XVI (§ 235-61) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVII (§ 235-62) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVIII (§ 235-63) at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIX (§ 235-64), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XX (§ 235-65), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XXI (§ 235-66), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXII (§ 235-67), attached to and made a part or this chapter, are hereby designated as bus stops.

No person shall park any commercial vehicle on any of the public highways or private roads or private property within the corporate limits of the Village of Atlantic Beach at any time within any of the residential areas or zones. This shall not prohibit any commercial vehicle from making deliveries of merchandise or providing service of any nature in the usual course of business.

No person shall park any vehicle having more than four wheels and/or having a weight of over 5,000 pounds, or any omnibus, bus, trailer or camper on any public highway or street within the corporate limits of the Village of Atlantic Beach between the hours of 12:00 midnight and 8:00 a.m.

No person shall park a vehicle upon any highway, street or private property for the purpose of displaying such vehicle for sale or rent.
No person shall park a vehicle in permit parking without a VAB parking permit as described in Schedule XXIV (§ 235-69), attached to and made a part of this chapter.
No person shall park in restricted parking as described in Schedule XXV (§ 235-70), attached to and made a part of this chapter.
No person shall park in snow emergency routes as described in Schedule XXVI (§ 235-71), attached to and made a part of this chapter.

In the event a current valid certificate of inspection is not obtained and not displayed upon such vehicle, and the offending vehicle is not removed from the public streets or public parking areas of the Village of Atlantic Beach within seven business days from the date of notice of the offense, the Village of Atlantic Beach may cause such vehicle to be removed from the public street or public parking area at the expense of the vehicle owner, and such expense shall be levied against the vehicle owner as an additional penalty, notwithstanding that such penalty may be in excess of the aforementioned schedule of fines. However, if competent proof is provided to the court that the offending vehicle was inspected and/or removed within three business days following issuance of any summons, the court may dismiss the violation. Any person, firm, corporation, limited-liability company or entity violating any provisions of this chapter, shall for a first conviction, be punished by a fine not exceeding $150; for conviction of a second violation, both of which were committed within a period of 18 months, such person, firm, corporation, limited-liability company or entity shall be punished by a fine not exceeding $300; and upon a conviction of a third or subsequent violation, all of which were committed within a period of 18 months, shall be punished by a fine of not more than $500 or by imprisonment for not more than 15 days, or both such fine and imprisonment.

No person shall stop, stand or park a vehicle within fifteen feet of a fire hydrant except when such vehicle is attended by a licensed operator or chauffer who is seated in the front seat and who can immediately move such vehicle in case of emergency, unless a different distance is indicated by official signs, markings or parking meters.

No vehicle shall be operated, parked or left standing upon the public streets or public parking areas of the Village of Atlantic Beach unless a current, valid certificate of inspection, as required by Article 5 of the Vehicle and Traffic Law of the State of New York, is displayed upon said vehicle, as determined by the Commissioner of Motor Vehicles of the State of New York. All appearance tickets issued for violations of the proscription described herein shall be returnable in Atlantic Beach Village Court, or such other court having competent jurisdiction, as a matter of law.

A.
