The Clerk of the Village of Hempstead shall,
subject to the direction and control of the Board of Trustees, have
the custody of the Corporate Seal and of the books, records and papers
of the Village and of all the official reports and communications
to the Board. He shall keep an indexed record, in a separate book,
of all Village ordinances; he shall keep an accurate account of all
orders drawn on the Treasurer of the Village, showing the persons
to whom and the fund from which the amount of each order is to be
paid, unless the Board of Trustees shall by resolution determine that
such accounts shall be kept by an auditor. He shall, at all reasonable
hours, on demand of any person, produce for inspection the books,
records and papers of his office and shall furnish a copy of any portion
thereof, certified in the proper form to be read in evidence, upon
the payment of his fees therefor, at the rate of $0.06 per folio.
If the Board of Trustees shall by resolution determine that the taxes
and assessments of the Village shall be collected by the Clerk, he
shall collect same as provided in this article. He shall also perform
such other duties not inconsistent with his office as shall be determined
by resolution of the Board of Trustees.
The Board of Trustees by resolution duly adopted
may create the office of Deputy Clerk and authorize the Clerk to appoint,
subject to approval by the Board of Trustees, one or more Deputies.
Each Deputy Clerk shall receive an annual compensation to be fixed
by the Board of Trustees and shall perform such official duties as
may be assigned to him by the Clerk. In case of the absence or disability
of the Clerk, the Deputy Clerk or Clerks shall perform all of the
duties of the Clerk as the Board of Trustees shall direct.
