No person owning or harboring a dog shall suffer
or allow it to run at large upon any of the streets or public places
of the Village or upon the premises of anyone other than the owner
or keeper thereof unless the owner or occupant of such premises grants
permission, and no dog shall be permitted upon any of the streets
or public places within the Village unless it is effectively restrained
by a chain or leash not exceeding six feet in length and unless it
is attended by a person of adequate age and discretion to properly
control its actions.
It shall be the duty of the person authorized
under Article 7 of the Agriculture and Markets Law, as amended, to
enforce the provisions of such law, to enforce the provisions of this
article and to take into his possession any dog found running at large,
to be disposed of in the same manner as provided for unlicensed or
untagged dogs under the provisions of the Agriculture and Markets
Law, as amended.

A. The keeper
of the pound shall, on receiving any dog, immediately notify the owner
or harborer of such dog, if the harborer is known to the poundkeeper
or can be with reasonable diligence ascertained, that such animal
has been and is impounded.
B. Any dog so
seized may be redeemed by the owner of the same upon the payment of
a fee to the Village Clerk Fee for redemption that is equal to what
was charged to the Village for the impound who will issue to said
owner an order to the Keeper of the Public Pound for the delivery
of such dog.
C. All dogs
not so redeemed within a period of five days after such seizure shall
be destroyed.
D. Voluntary
owner request for pickup and/or destruction of dog. A fee equal to
the expense of the Village will be charged to the dog owner for pickup
and/or destruction of the dog.
E. Any owner
requesting emergency service from the Pound rendered after 3:00 p.m.
or before 8:00 a.m. on weekdays, or on Saturdays, Sundays and certain
holidays, shall be required to pay a minimum of four hours for such
emergency service at the rate equal to the rate that was charged to
the Village for the impound.
No person shall own or harbor more than a combined
total of four adult dogs and cats.
The provisions of this article are in addition
to the regulations and requirements of Article 7 of the Agriculture
and Markets Law and shall be deemed in addition to the provisions
therein contained.
