It shall be unlawful for any person to place
or permit to be placed or to remain outside of any building or structure
or within any common or public area appurtenant thereto any abandoned,
unattended or discarded icebox, refrigerator or container of any kind
which has an airtight door or a door with locks, without first removing
the door and lock therefrom.
