No person shall display, post up, exhibit, paint, print or mark, place or cause to be placed any placard, bill, poster, painting, sign or similar item as an advertisement or otherwise on any building, billboard, wall, fence, tree, lamppost, pole or otherwise so as to be visible from any street, sidewalk or public place without the prior written consent of the owner thereof and in compliance with each of the applicable provisions of this Code. In no event shall any display, post-up, exhibit, paint, print or mark contain or depict any vulgar, lewd, indecent or suggestive picture or design or contain or depict any words tending to shock the sense of public decency or propriety.
