The provisions of the New York State Building
Construction Code pertaining to plumbing are hereby incorporated by
reference into and made a part of this Code.
The Board of Trustees shall appoint a Plumbing
Inspector, who shall be a duly qualified master plumber in the Village
of Hempstead.
Drawings, duplicate descriptions and any other
forms furnished or required by the Plumbing Inspector for plumbing
and drainage work shall be completed by the licensed plumber who will
do the work and filed in the inspection department. The plans shall
be drawn to scale and shall consist of such floor plans and sections
as may be necessary to clearly show all plumbing work to be done,
including partitions and methods of ventilating water closet compartments.
Plumbing and drainage work shall not be commenced until all documents described in §
100-3 shall have been approved by the Plumbing Inspector and a permit issued for same.
No modification of approved drawings and descriptions
shall be permitted unless amended drawings and duplicate descriptions
covering any proposed change are filed with and approved by the Plumbing
Inspector.
The drainage and plumbing installations in any
building and its appurtenances shall be completed in accordance with
this Code.
No plumbing or drainage work shall be commenced
until the licensed plumber who is to do the work shall sign the specifications
and make and deliver to the inspection department an affidavit that
he is duly authorized to proceed with the work. The affidavit shall
state the name and address of the owner and the plumber. No licensed
plumber shall sign the specifications and act as the agent for a plumber
who has not obtained a certificate of competency from the Examining
Board of Plumbers of the Village as an employing or master plumber.
A violation of this requirement shall be deemed sufficient cause for
the Plumbing Inspector to recommend to the Board of Trustees the cancellation
of the plumber's license.
Prior to the commencement of plumbing work pursuant
to any provision of this chapter and thereafter whenever such work
is ready for inspection, the licensed plumber shall give written notice
to the Plumbing Inspector.

(2) For all other sizes other than the above, the fees
do not include parts and labor.
C. Annual
Tri-Town plumbers fee. A renewal fee of $250 for a Tri-Town plumbing
license shall be charged to all Tri-Town plumbers renewing on January
1 for a period of two years. The penalty for filing after the Tri-Town
plumbing license renewal date will be $150, with written letter of
explanation received no later than 90 days following the due date
of the license fee. The penalty for filing after January 21 will be
twice the renewal fee.

A. Any application for a road opening permit must be
accompanied by a deposit of $2,500. Such deposit will be returned
after the Building Department certifies that the work conducted complies
with each of the requirements in the Village Code.
B. Additional charges. There shall be, in addition to
the fee set forth above, a fee of $200 for each additional tap in
excess of four taps per job.
