All sidewalks, curbs, gutters and aprons shall be constructed in accordance with the requirements of this chapter. Should any sidewalk, curb, gutter or apron be installed which is not in compliance with this chapter, in addition to any other penalty prescribed herein, the person installing same shall be required to remove same upon written notice from the Village. If such removal is not completed to the satisfaction of the Village Engineer within such time as designated by the Village Engineer, the Village may cause the same to be removed, reconstructed or repaired, and the expense thereby incurred shall be a lien upon the real property affected and the amount so assessed and levied shall be collected in the same manner as other taxes.
The Board of Trustees is authorized to construct and repair sidewalks, curbs, gutters and aprons at the expense of the Village or at the expense of the owner or occupant of the adjoining land, as the Board of Trustees shall determine, and shall prescribe the manner of doing such work and the kind of materials to be used therein. If a sidewalk, curb, gutter or apron is required to be constructed or repaired wholly at the expense of the owner or occupant of the adjoining land, a notice specifying the place and manner and the time, not less than 10 days in case of a new installation or not less than 24 hours in case of any repair, within which the sidewalk, curb, gutter or apron is required to be constructed or repaired shall be served upon such owner or occupant. If an owner or occupant shall not construct or repair the sidewalk, curb, gutter or apron as required by the notice, the Board of Trustees may cause the same to be so constructed or repaired and assess the expense thereof to the adjoining land. If a sidewalk, curb, gutter or apron is to be constructed or repaired at the joint expense of the Village and the owner or occupant, the Board of Trustees may cause the same to be constructed or repaired and assess upon the adjoining land the proportion of the expense chargeable against the same. All grading done on sidewalks, curbs, gutters or aprons laid or repaired by the owner of adjoining land shall be in accordance with the specifications and under the direction and supervision of the Village Engineer.
The Board of Trustees may by resolution require the construction and repair of sidewalks at the expense of the abutting owner upon such notice and pursuant to the authority and requirements of § 116-13.
A. 
Scope. No sidewalk, curb, gutter or apron shall be constructed or work thereon commenced until the owner or occupant of the premises in front of which such sidewalk, curb, gutter or apron is to be constructed shall have obtained a permit therefor. The permit herein required shall be in addition to the permit required for, and regulations relative to, street openings and obstructions.
B. 
Application. Application for such permit shall be made in writing to the Village Clerk in such form as may be required by the Board of Trustees. All such applications shall be referred to the Village Engineer for his review and recommendation.
C. 
Issuance; contents. Such permit shall specify the lines and grades of such sidewalk, curb, gutter or apron and such other directions as circumstances may require.
D. 
Fees.

All fees for permits shall accompany each application and shall be paid to the Village Clerk.

E. 
Road opening permits.

(1) 
Any application for a road opening permit must be accompanied by a deposit of $2,500. Such deposit will be returned after the Department of Public Works certifies that the work conducted complies with each of the requirements in the Village Code.
(2) 
Additional charges. There shall be, in addition to the fee set forth above, a fee of $200 for each additional tap in excess of four taps per job.
No sidewalk, curb, gutter or apron shall be constructed along any street unless such construction shall be of concrete construction and conform to lines and grades furnished by the Village Engineer and in conformity with each of the specifications and requirements hereinafter set forth.
A. 
Width, thickness. Sidewalks shall be four feet in width unless otherwise directed by the Village Engineer and shall be not less than four inches thick except that where such sidewalks are crossed by driveways, the sidewalk shall be not less than six inches thick through the width of such driveway.
B. 
Removal of topsoil, loam. All topsoil and loam that is encountered in a subgrade shall be removed and the excavation refilled with sand, gravel or cinders well tamped into place.
C. 
Mixture of concrete. The mixture of concrete in the construction of sidewalks shall conform to such specifications as shall be directed by the Village Engineer.
All sidewalk construction shall be subject to inspection by the Village Engineer, who shall have the right at any time to take and examine samples of materials used. If the Village Engineer shall ascertain that the specifications herein provided are not being complied with or construction is not being performed in accordance with the reasonable requirements of the Village Engineer as herein provided, the Village Engineer shall direct that the work be forthwith stopped and work failing to comply with the provisions hereof be replaced in such manner as directed.
A. 
Standards. All curbs and gutters shall be constructed in accordance with grades, lines and dimensions furnished by the Village Engineer.
B. 
Materials. The mixture of concrete in the construction of curbs and gutters shall conform to such specifications as shall be directed by the Village Engineer.
All expansion joints in the construction of curbs, gutters and sidewalks shall be constructed in conformity with the directions of the Village Engineer.

Permit required. No curb cut and apron shall be constructed connecting abutting property to a street without a permit therefor as hereinafter provided, except that the permit for the construction of curb cut and apron may be included in a permit to construct a sidewalk or curb as hereinbefore provided.
B. 
Application for permit. Application for a permit to construct a curb cut and apron shall be made to the Village Clerk in such form as may be required by the Board of Trustees. All such applications shall be referred to the Village Engineer for his review and recommendation. The Village Engineer shall direct the lines, grades and location of such curb cut and apron, but no curb cut and apron not conforming to the restrictions of Subsection C shall be permitted except upon a resolution of the Board of Trustees.
C. 
Minimum, maximum width. Curb cuts and aprons crossing curblines and sidewalks intended for use by motor vehicles shall not be less than eight feet nor more than 24 feet in width unless permission therefor is granted by the Board of Trustees. The Village Engineer shall determine the width of the curb cut within the aforementioned minimum and maximum dimensions. Any curb cut and apron constructed pursuant to this article shall be constructed under the supervision of the Village Engineer and pursuant to his directions.
D. 
Violations and penalties. Should any curb cut and apron be installed which is not in compliance with this chapter, in addition to any other penalty prescribed herein, the person installing same shall be required to remove same upon written notice from the Village.
