Within fifteen (15) days of filing the report required by §
10-3, the Supervisor shall present to the Town Board a plan of corrective action making such amendments to the town budget as necessary to prevent a deficit from occurring in any fund. The Town Board shall adopt or reject the plan or adopt a plan of its own. In the event that the Town Board fails to act within ten (10) days of the submission of the Supervisor's plan, the Director of Audit and Control shall reduce the budgets in a proportionate manner sufficient to prevent a deficit, provided that such reduction or abolishment will not violate state law or breach any contract authorized by the Town Board. Within ten (10) days of Town Board action or the expiration of fifteen (15) days for Town Board action as required under this section, the Director of Audit and Control shall direct department heads to prioritize cuts in discretionary spending including but not limited to funds budgeted for exempt positions, conference and dues, overtime, outside professionals, temporary and seasonal salaries and other reductions as may be necessary.
