There is hereby created an Examining Board of
Plumbers (hereinafter referred to as the "Examining Board" or the
"Board") consisting of two master plumbers and one journeyman plumber.
If possible, all shall be residents of the Village. The members of
the Examining Board shall be appointed and the Chairman thereof shall
be designated by the Mayor with the approval of the Board of Trustees.
Initial terms shall be for one, two and three years, respectively,
and thereafter, one member of such Board shall be appointed annually
for the full term of three years. The purpose of the Examining Board
shall be to determine the competency of plumbers applying for licenses
hereunder.
Except as otherwise provided herein, no person
shall make application for a plumbing license to engage in or conduct
the business of plumbing within the Village until he shall first have
obtained a certificate of competency from the Examining Board.
No person shall be examined unless he shall
have had three years' experience as a journeyman plumber and is able
to furnish satisfactory evidence of such fact.
A license granted under the provisions of this
section may be revoked by the Examining Board for cause. In such case,
notice shall be given to the licensee of the proposed revocation,
and a hearing shall be held before the Examining Board on the matter,
at which hearing the licensee shall have an opportunity to appear
and be heard in relation to such proposed revocation.
No licensee shall directly or indirectly allow
his license to be used in connection with work wherein he is not the
contractor or subcontractor and personally responsible for the work
done.
