These rules and regulations shall apply to the use by organizations of all Village facilities, including but not limited to Village buildings, parks and beaches.
The use of Village facilities by organizations shall be limited to civic and charitable organizations which are located within the Village.
Applications should he submitted at least one month in advance of the date for which use of the facility is requested. Such applications shall be in writing, on a form as prescribed by the Village Clerk.
Requests for use of the Fire House are subject to review and comment by the Fire Council. The recommendation of the Council will be weighed heavily in decisions concerning requested use of the Fire House.
Applications from organizations consisting of children or youth groups must be filed by a responsible adult who will be present at all times during the use of the facility.
If an organization cancels after its application is approved, the Village Clerk is to be notified of such cancellation at least two days prior to the date for which use of the facility has been requested.
The fee for use of Village facilities shall be the actual cost to the Village of providing such facilities to the organization. Any cost incurred by the Village as a result of the use of Village facilities shall be charged to the organization using same.
The Village Clerk shall indicate on the application form the estimated charge for use of the facility, based on anticipated actual costs. This estimated charge shall be acknowledged by the organization by appropriate signature on the form.
Applications which will require the Village to pay an employee for services which would not otherwise be performed may be approved upon the agreement of the applicant that it will pay a fee equal to the employee's hourly rate of compensation, plus the hourly cost of fringe benefits paid for the benefit of the employee, for the number of hours required by such employee by the organization. If the employee initially assigned by the Village cannot fulfill the assignment, the fee actually charged will reflect replacement employee(s) costs, whether they are higher or lower than those originally estimated.
Applications for the use of facilities for dates and times which do not require the Village to pay employees beyond normally scheduled employment hours, and which do not require other expense on the part of the Village, may be approved without fee.
Fees normally attendant to an approved application may be reduced or waived by the Mayor.
