The following is intended as a statement outlining benefits which the
Board of Trustees provides for employees of the village. These benefits are
a reward to employees for long and faithful services to the village. The longer
an employee's service, the greater the benefits. The plan will be administered,
regulated and strictly enforced. This is to ensure that all employees will
be treated in a fair and equitable manner.
As used in these personnel policies, the following terms shall have
the meanings indicated:
PERMANENT EMPLOYEE
A full-time employee of the village. "Permanent employees" are entitled
to all employee benefits in accordance with their respective qualifying terms
of service. (Temporary employees, such as elected officials, appointed officials,
hourly police officers and police assistants, part-time and temporary employees
of all village departments do not qualify for any benefits except those mandated
by law, such as Worker's Compensation, and except as otherwise herein specifically
noted.)
PERSONAL BUSINESS
The business of an employee arising out of emergency or being of
a pressing nature and requiring immediate attention. Personal business days
shall also include bereavement days in the event of the death of any of the
persons hereinafter enumerated.
QUALIFYING TERM
The period of continuous service, stated in fiscal years, which will
qualify a permanent employee for the respective benefits granted after completion
of such period of continuous service. (Fiscal year: June 1 to May 31 of the
following year.) The period of continuous service shall be computed as beginning
on June 1 next following the employee's initial permanent service date.
WORKING DAYS
Consecutive calendar days, excluding intervening Saturdays, Sundays
and holidays.

A155-2 will be entitled to this benefit.
A. Qualifying terms and benefits. Service prior to the initial
full fiscal year will accrue one vacation day for every two full months of
service. These vacation days must be taken during the employee's initial full
fiscal year. The following is a schedule of qualifying terms and their corresponding
benefits:

B. Vacation pay. All vacation pay will be based on a forty-hour
week. Per-hour wage employees will be paid on a forty-hour basis and salaried
employees at their regular weekly rate of pay during the vacation period.
C. Miscellaneous.
(1) All vacation benefits earned as of the end of a fiscal
year must be taken during the following fiscal year.
(2) Any vacation not taken during the fiscal year will be
forfeited.
(3) All vacations must be improved by the department head,
and forms to be supplied must be filled out and signed by both the employee
and his/her department head and filed with the Village Clerk before an employee
is allowed to go on vacation. These forms will be filed in the the employee's
personnel file by the Village Clerk.
(4) Vacation pay will be payable in advance if the proper
form is filed with the Village Clerk 72 hours before the regular payroll date.
(5) Vacations may not be scheduled when they would adversely
affect the operation of the department. If more than one employee requests
vacation at the same time, the employee with seniority will receive first
consideration.
(6) At the time of termination of employment, an employee
will be compensated for vacation to which he is entitled but has not used,
at his regular rate of pay.
(7) If an employee is ill at the start of his vacation, he must notify the Village Clerk of the illness on the first day of his scheduled vacation if he elects to go on sick leave rather than vacation. If he so chooses, he is subject to the provisions of §
A155-4, Sick leave. An employee must work at least one day upon his return from sick leave before he may go on vacation.
(8) Any abuse of vacation leave by the employee or his department
head will be subject to disciplinary action.
(9) The vacation provisions are not permanent and may be
amended or terminated by the Village Board at any time.

B. Service prior to the initial full fiscal year will be
entitled to one sick leave day per month of service. All sick leave pay will
be based on a forty-hour week. Per-hour wage employees will be paid on a forty-hour
basis and salaried employees at their regular weekly rate of pay during sick
leave.
C. Miscellaneous.
(1) Ten days of unused accident/sick leave time for each
fiscal year may be accumulated to a maximum of 165 working days. Any use of
this accumulated sick leave time will be deducted from his total accumulated
sick leave time. This provision regarding sick leave is to protect a long-term
employee who has not used his sick leave time to be financially protected
during a prolonged illness.
(2) An employee who will be absent from his duties because
of illness is required to notify his department head within the first half
hour after the time he was due to commence work on the day of absence that
he is not at work, nature of illness and when he expects to return to work.
(Failure to do so will result in forfeiture of sick pay.) Members of the Police
Department must notify the department head at least one hour before the start
of their tour of duty. The department head must fill out a form provided for
absence and file with the Village Clerk within one business day of such absence.
The Village Clerk shall keep a record of sick leave absences in the employees'
personnel record.
(3) After an absence of three working days due to illness,
an employee must have a certificate from his doctor stating that he is able
to return to work. This statement must be signed by his department head and
given to the Village Clerk before he returns to is duties. This statement
will be made part of his personnel record.
(4) When an employee has an accident or illness after the
first day of his vacation, he will not be eligible for sick leave during the
first week of such vacation. If the injury or illness continues after his
vacation period is over, he will be eligible for his normal sick leave.
(5) In the event of absence from work due to injury sustained
on the job, if the employee receives payments from the village under this
section and thereafter receives an award for loss of wages through Worker's
Compensation Insurance, judgment or otherwise, the village shall be reimbursed
for all money paid out under this section to the extent duplicated by the
award.
(6) Upon termination of employment, no reimbursement shall
be made for accumulated sick leave.
(7) Any abuse of sick leave by the employee or his department
head will be subject to disciplinary action.
(8) The sick leave benefit is not permanent and may be amended
or terminated by the Village Board at any time.

A. Qualifying term: after completion of one year of continuous
service.
B. Personal business pay. All personal business compensation
will be based on an eight-hour day.
C. Miscellaneous.
(1) Personal business pay must be approved by the department
head, and the form provided for absence must be filed with the Village Clerk
one working day in advance. If this is not done, the employee will not be
paid. The Village Clerk will keep these forms in the employee's personnel
record.
(2) An employee is entitled to three working days for personal business as defined in §
A155-2.
(3) An employee is also entitled to three consecutive working
days for a death in his immediate family. For purposes of this section, members
of immediate family are spouse, child, mother, father, sister, brother, father/mother-in-law,
sister/brother-in-law, or any person who is a permanent resident of the employee's
household. If the place of burial is over 500 miles distant, an additional
day of personal business will be allowed.
(4) Any abuse of the personal business provision by the employee
or his department head will be subject to disciplinary action.
(5) Jury duty will not be considered as personal business
time. Village employees are requested to ask for an exemption from the same.
If an employee has to serve on jury duty he will be paid by the village only
the difference between his jury duty pay and his normal village pay.
(6) The personal business benefit is not permanent and may
be amended or terminated by the Village Board at any time.
