The responsibilities of the members of the Farmington Housing Partnership,
in order to receive initial designation under the Connecticut Housing Partnership
Program, shall include the following:
A. Submission of evidence to the Commissioner of Housing
that the Farmington Housing Partnership has been established in accordance
with C.G.S. § 8-336f et seq.

B. Submission of evidence to the Commissioner of Housing
that sufficient local resources have been committed to the Farmington Housing
Partnership.
The responsibilities of the members of the Farmington Housing Partnership,
in order to receive development designation under the Connecticut Housing
Partnership Program, shall include the following:
A. The examination and identification of housing needs and
opportunities within the community.
B. The exploration of the availability of any state, municipal
or other land within the Town of Farmington that is suitable for the development
of affordable housing.
C. The review of applicable planning and zoning regulations to determine whether such regulations restrict the development
of affordable housing in the Town of Farmington.
D. The identification of any necessary changes to existing
planning and zoning regulations.
E. The establishment of priorities and the development of
a long-range plan to meet identified housing needs in the community consistent
with regional housing needs.
F. The establishment of procedures for development of a
written proposal to achieve priorities in accordance with the plan.
G. The initiation of an activity, development or project
designed to create additional affordable housing in the Town of Farmington.
This chapter shall be construed so as not to conflict with any state
or federal statute, rule or regulation.
There shall be included in the Town budget reasonable funds to cover
the expenses of the Farmington Housing Partnership. No person shall have the
right to expend any public funds of the Town of Farmington in carrying out
any Partnership activities authorized by this chapter without prior approval
of the Town Council, nor shall any person have any right to bind the Town
by contract, agreement or otherwise without prior and specific approval of
the Town Council.

The membership of any person who is absent from three regular meetings
during any six-month period shall terminate as of the time the third such
absence occurs, unless such absences are waived by the Chairman of the Partnership
because of illness or other extenuating circumstances. The Chairman of the
Partnership shall notify the Town Manager promptly after the third such absence
occurs.
