No building requiring private sewage disposal facilities or a private
water supply shall hereafter be constructed in the Town unless the sewage
disposal and water supply facilities are approved by the FVHD, and no building
shall be occupied in the Town unless the sewage disposal and water supply
facilities are approved by the FVHD.
No person shall commence the construction of any building requiring
provision for private sewage disposal or private water supply until a permit
has been obtained from the FVHD. No existing private sewage system or private
water supply shall hereafter be altered until the plans for the proposed alterations
have been approved by and permit for such alterations issued by the FVHD.
A.
Application for a permit shall be made on forms supplied
at the office of the FVHD. The completed application for a permit shall be
submitted to the FVHD along with plans showing all information required by
this chapter and prepared in a manner acceptable to the FVHD. No permit shall
be issued until plans are approved as conforming to the requirements of this
chapter.
B.
Upon receipt of a completed application for a permit,
the FVHD shall review the application as soon as practical and give his approval
or disapproval promptly and in any case on or before the 30th day after receipt
of the application. If such application is disapproved, the specific reason
for this action shall be stated, in writing, and forwarded to the applicant.
Permit fees, which shall be established by the Farmington Town Council, shall
be paid upon submission of the application for a permit.
