The Town Council may provide for the collection of garbage and refuse in the Town or in any part or parts thereof.

The cost of said collection shall be determined by the Council. Service charges to cover the cost shall be fixed, from time to time, by the Council against those to whom said service is made available or against the owners of the properties to whom said service is made available or against both, as deemed appropriate by the Council. Said service charges may vary in amounts, said amounts to bear a reasonable relationship to the amount of service rendered. A minimum service charge may be made against all persons and all owners of properties to whom the service is made available, whether or not actual service is rendered.
The Council may establish rules and regulations necessary to effectively carry out the purposes of this article and may designate the Town Manager to act in its behalf and for the Town in order to carry out the provisions of this article.

Any claim or debt due for such a service charge shall bear interest from the due date at the rate and in the manner provided by the General Statutes for delinquent property taxes if such service charge is not paid within 30 days of the due date. Each addition of interest shall be collectible as a part of such service charge. Any such charge which has become delinquent shall constitute a lien upon the property against which the charge was assessed and may be collected by the Collector of Revenue or other person designated by the Council in accordance with the provisions of the General Statutes for the collection of property taxes. Each such lien may be continued, recorded and released in the manner provided by the General Statutes of the State of Connecticut for continuing, recording and releasing tax liens. Each such lien shall take precedence over all other liens and encumbrances, except taxes, and may be foreclosed in the same manner as a lien for property taxes. Any such charge may also be collected by the Town against the property owner in an action at law, together with the cost of collecting the same.
