The purpose of this article is to regulate pedestrians and motor vehicles
at crosswalks in order to provide maximum safety.
Crosswalks are recognized as potential areas of danger. To improve the
ability of pedestrians to use sidewalks and streets safely, the Town is installing
signs to alert motorists of crosswalks and their duty to yield to pedestrians
in crosswalks. The Town has marked crosswalks more boldly than in the past.
Adoption of this article will facilitate enforcement of crosswalk violations.
At any crosswalk each operator of a motor vehicle shall yield the right-of-way
and slow or stop such vehicle, if necessary, in order to yield the right-of-way
to any pedestrian crossing the roadway within such crosswalk. No operator
of a vehicle approaching from the rear shall overtake and pass any vehicle,
the operator of which has stopped at any crosswalk to permit a pedestrian
to cross the roadway. No vehicle shall enter a marked crosswalk until there
is sufficient space beyond the crosswalk to accommodate the vehicle.
No pedestrian shall enter a crosswalk when there is an approaching vehicle
within such distance or traveling at such speed that by the use of reasonable
care it may not be able to stop short of the crosswalk. Each pedestrian crossing
a roadway within a crosswalk shall travel whenever practicable upon the right
half of such crosswalk. Each pedestrian crossing a roadway at any point other
than within a crosswalk shall yield the right-of-way to each vehicle upon
such roadway. Whenever practicable, pedestrians within 500 feet of a crosswalk
shall cross a roadway within the crosswalk. Each pedestrian crossing a roadway
within a signaled crosswalk shall travel whenever practicable when the signal
is in his or her favor.
Any person violating any of the provisions of this article shall be
subject to a penalty not to exceed $100 for each such violation.
This article has been specifically designated for enforcement by citations issued by designated municipal officers or employees, and the citation hearing procedure established by Chapter
91 of the Farmington Code shall be followed.
