The purpose of this article is to provide for the parking of chartered auto buses within the City.
As used in this article, the following terms shall have the meanings indicated:
BUS
Includes all motorbuses and autobuses transporting passengers for hire, except that the regularly scheduled buses of a public transportation utility which maintains, operates and supervises all terminal and private parking areas within the corporate limits of the City shall not be included within such definition. Such regularly scheduled buses of such public transportation utilities are hereby exempt from this article. Chartered buses of such public transportation facility are not exempt from the provisions of this article and are included within this definition.
PUBLIC PARKING LOT
Any parking lot located within the corporate limits of the City which is maintained and operated by the City.
STREET
Any thoroughfare, avenue, boulevard, lane, alley or other public way within the corporate limits of the City.

A. 
The parking or standing of buses on the public streets is prohibited at all times.
B. 
Buses may be parked in the municipal parking lot adjacent to the City of Rehoboth Municipal Building in areas designated by the City Manager for bus parking, provided that each bus so parked shall procure a permit for parking from the City of Rehoboth according to regulations promulgated by the City Manager.

A. 
Any person desiring to park in a municipal bus parking lot shall first obtain a reservation from the City Manager of the City. The application shall be made in writing at least seven days prior to the reservation date desired. It shall be accompanied by the required parking fee for each bus, for each day for which the parking reservation is required. Upon receipt of the parking fee, the City Manager shall determine the availability of the requested spaces for the dates for which an application is made. If space is available, the City Manager shall mail or cause to be mailed to the applicant a parking permit or permits for the spaces requested. All buses transporting persons for hire to the City shall have such permits prominently displayed on the right side of the windshield at all times while within the corporate limits of the City.
B. 
The number of reservations issued shall be determined by the number of available spaces.
C. 
The fee for parking a bus shall be $250 from 8:00 a.m. until 12:00 midnight and $100 for overnight parking from 12:00 midnight to 8:00 a.m. beginning May 15 through September 15.

The discharge and loading of such buses shall be only at the municipal bus parking lot or private parking lots, as provided in this article, except the City Manager may, for good cause shown, from time to time, and in specific cases only, upon prior notice, allow loading and discharge of passengers at some other location.
Buses parked or standing in the area designated in this article must be, if unattended, locked, and in no instance shall the operators of said buses allow the motors to be running when the bus is not moving or preparing to move.
The operator of the bus shall be responsible for compliance with the requirements of this article concerning parking, loading and discharging of passengers.[1]

Nothing contained in this article shall be construed as prohibiting buses transporting participants in a parade to load or discharge said participants in designated areas, provided that a permit has been issued for the parade.

A. 
Any person violating any provision of this article shall, upon conviction, pay a fine not less than $300 nor more than $350 and shall pay the costs of prosecution, provided that, with the consent of the person charged with a violation under this article, the Chief of Police is authorized to accept and receive, without hearing, not less than $300 as a penalty for such violation if such penalty is paid within 30 days from the date of violation or accept $350 if such penalty is paid after 30 days from the date of the violation.

B. 
For the purposes of this article, the parking of each bus in violation of the provisions of this article shall be deemed to be a separate offense under the terms of this article.
